Attorney Investigator

The Internal Audit and Investigations Group (IAIG) reports to the Executive Director and provides independent assurance on the effectiveness of risk management and adequacy of internal controls. IAIG is responsible for investigations into alleged misconduct, such as mismanagement, fraud, corruption, whistle-blower retaliation, workplace and sexual harassment, abuse of authority, violation or wilful disregard of rules that involve UNOPS personnel, contractors and other applicable persons. IAIG also undertakes proactive investigations in high risk areas that are susceptible to wrongdoings, fraud and corruption.

Under the direct supervision of the Manager of the Investigations Unit, the Attorney Investigator will participate in complex investigations including procurement fraud, corruption, embezzlement, collusion, bribery schemes, harassment and conflicts of interest. Their prior legal experience will assist the IAIG investigation team through:

• Expert guidance on the handling of cases, sufficiency of evidence gathered and applicability of rules and regulations to evidence;
• Quality assurance. Reviewing reports for substance and editorial content, ensuring accuracy, legal conformity, coherence, appropriateness of conclusions and recommendations.
• Follow up with the Legal Group (LG) on actions undertaken following issuance of investigation reports. Help oversee case databases, monitor the performance of investigators, perform trend analyses. S/he will make recommendations to the Director of IAIG, regarding internal investigations and follow-up preventative or corrective actions.

• Prior litigation experience is required (preferably criminal, but civil experience also accepted).
• Prior experience in complex investigations will be considered positively
• Proven, exceptional legal writing skills.
• Superior analytical skills.
