Public Health Specialist (Epidemiologist)

Established in 2011, the UNOPS Brazil Project Center (BRPC) reports to the Argentina Operational Hub and the Latina America and Caribbean Regional Office. BRPC currently supports federal, state and UN partners in the implementation of development projects related to university hospitals, social-educational centers for youth offenders, gender-based violence, and public-private partnerships.

Through its PPP portfolio, BRPC is developing advisory services in infrastructure finance with private sector funding and operations. This includes public-private partnerships, concessions, management contracts, loans and other partnerships to support the national and local governments to address the challenge on how to prioritize and finance the infrastructure investment needed. 

Within the PPP portfolio, the Development of PPP and Integration of the Health Network in Mato Grosso Project aims to strengthen the technical capacity of the State Government to structure the Health City Network (CDS) with alternative finance models for infrastructure and management.

Under the guidance and direct supervision of the Project Manager, the Public Health Specialist (Epidemiologist) will be mainly responsible for the following functions:

• Analyze the healthcare conditions in the state as an input for the physical and organizational integration of the CDS;
• Analyze healthcare services supply and demand based on Brazilian Health Department healthcare parameters;
• Analyze current public and private physical healthcare infrastructure and current healthcare capacity;
• Analyze demand for healthcare services considering State necessities, policies and public health goals. 

Education

• A master’s degree or equivalent in public health  or similar related areas is required.
• A combination of Bachelor’s degree in health sciences or relevant related areas with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

• 2 years of experience in implementing projects related to Brazilian health enquiries, social epidemiology, assessment of health services, descentralization of health information systems, assessment of the health situation in territories, health system strengthening or the development of health information management networks.

Language

• Fluency in written and oral Portuguese is required;
• Working knowledge of English is required;
• Working knowledge of Spanish is an asset.

Contract type: Individual Contractor Agreement (ICA)
Contract level: Local ICA 9 - Specialist
Contract duration: 1 year - retainer contract

The contractor will be remunerated based on a daily fee and according to the number of full days worked to complete the assigned duties. The expected total number of days to work will be 40 days. All required products must be delivered according to schedule. The specific dates will be coordinated with the UNOPS team.

National of Brazil and/ or valid working visa is required.
