UNOPS requires
of the services of a senor advisor capable of continue building up its advisory
services for infrastructure finance and project advisory on public-private-partnerships,
PPPs. This role main areas of work will include
1. Oversee in coordination with
relevant PMs the effective delivery of several projects results in areas related
to capacity development of government in PPP and IF agenda.
2. Foster a team of core experts in
PPPs & IF according to the project portfolio needs.
3. Facilitate the functioning and
operation of a network of experts in different areas of expertise in legal,
financial, tax, engineering and sector-specific experts in transportation,
health, public buildings, etc, to attend the PPP & IF portfolio needs.
4. Assure a proper engagement
acceptance process, in the PPP & IF portfolio, managing its risks,
reinforcing UNOPS positioning and protecting it from liabilities.
5. Develop PPP & IF portfolio for
LCR, ensuring cost-effectiveness, efficiency and a quality standard of service
provision;
6. Provides advise the Regional
Director on the development of strategic plans to PPP & IF portfolio.
7. Monitor progress of PPP & IF portfolio
and engagement acquisition against set targets.
8. Foster a positive work environment,
respectful of diverse environment, and ensure that the highest standards of
conduct are observed.
9. Serves as LCR focal point for
impact investment initiatives.
The Senior Regional Advisor on Public-Private
Partnerships will require of a successful experience in advisory services, goals
and targets, deep understanding of infrastructure and infrastructure finance,
project management, and must be able to work collaboratively with a complex
team of senior experts and of project-leaders. The Senior Regional Advisor on
Public-Private Partnerships will also be responsible of the portfolio quality
control and quality assurance, and project implementation monitoring, as to
ensure the proper adherence of the time and quality of the products in scope
for each project.
The role will be based in the regional office of UNOPS
in Panama and will report to the Regional Director of UNOPS and will keep close
communication with the Country Offices wherever the projects are executed.
•
Lead, ensure and control quality to the results
already committed at the PPP & IF Portfolio in LCR;
•
Oversee PPP and IF project personal and financial
analysis within the projects signed;
•
Establish, develop and oversee a network of
specialized PPP and IF experts;
•
Oversee experts in the area of PPP specialists in the
different specialties of economic and social infrastructure in areas such as:
road transport, airports, ports, urban mobility, hospitals, schools, prisons,
sanitation, water, power generation, etc. as required by UNOPS PPP & IF
portfolio;
•
Oversee PPP and IF portfolio and its components to
ensure delivery of its products and services on time and quality;
•
Advise on the PPP structure and personnel profiles for PPP
& IF portfolio, in accordance to UNOPS regulations;
•
Provide guidance and support to the Country/Hub
Manager/Director relations with the Ministries and Organizations in PPP &
IF agenda;
•
Be responsible for the review and quality control of
the work of the PPP & IF project teams, support in the analysis of data,
including financials, budget management, etc.;
•
Ensure that relevant guidelines and policies in PPP
& IF agenda at LCR are lined to corporate Project Management and the
Sustainable Infrastructure and Advisory Services functional areas;
•
Contribute to the annual scope of work, cost proposal
and the consequent annual work plan of PPP & IF project activities;
•
Actively communicate and coordinate with the local
office of UNOPS in the countries there is PPP & IF portfolio, always in
line with the Country/Hub Programme Managers/Directors;
•
Communicate with other offices in Latin America and
Copenhagen as required;
•
Contribute to Business development in PPP & IF
area;
•
Elaborate KPI for business development and portfolio
delivery in PPP & IF agenda;
•
Work collaboratively with the Corporate offices in
regard to impact investment initiatives.
•
Participates as reviewer for PPP and IF engagements
•
Perform other duties as assigned/ required.

• Reporting on portfolio
development advance and portfolio implementation quality control & quality
assurance as per UNOPS Project Management standards and per the signed
agreements or PRODOCS.
• Resourcing of the team
of experts for the projects.
• Products and service
line in PPP & IF defined targets.
• Enhance Business
development efforts.
