The Bogor Agricultural Institute (IPB) and Columbia University’s Earth Institute, as UNOPS main partners, have developed a “Fire Response System” which contributed to the development of policy frameworks for responding to land and peat fires. This line of work is anticipated to scale up in 2016 through the GAMBUT project (‘Generating Anticipatory Measures for Better Utilization of Tropical Peatlands), comprising capacity building, policy development, technical expertise and knowledge enhancement, and stakeholder coordination. 

The District Officers will be based in Dumai, Rokan Hilir, Bengkalis Districts of Riau Province and in Palangka Raya, Pulang Pisau, Kapuas and Barito Selatan districts of Central Kalimantan Province.  S/he will report to the Provincial Coordinator. The function of the District Officer will be both technical and administrative, serving as the primary point of contact for district officials within the government and responsible for day-to-day operations of the project, coordinating workshops and training exercises as well as provides services to the different donors, partners and beneficiaries.   

Summary of Key Functions:

• Support Provincial Coordinator in project implementation at the district level.

• Coordinate and liaise with Supervisor on the implementation progress, including internal and external project reports.
• Support Provincial Coordinator in managing project delivery at district level
• Support Provincial Coordinator in maintaining the following:
• Electronic File
• Manage the compilation and consolidation of relevant data of the mission.
• Assist preparation of district reporting in accordance to suggested template.

2.Technical Functions:

• Liaising with district governments, SKPD/District Task Force for planning and budgeting process
• Supporting Provincial Coordinator on Vulnerability Mapping Toolkit development
• Coordinate  Vulnerability Mapping Approach trainings, Policy Development Trainings and Option Identification Workshops at the district level
• Supporting Provincial Coordinator in facilitating FRS expansion at district level

3. Stakeholder Management:

• Establish and maintain solid working relationships with client and key stakeholders
• Maintain coordination and communications and ensure stakeholders at district level are aware of project activities, progress, exceptions and are in a position to accept handover products.
• Support Provincial coordinator in managing smooth information flows between project management and key stakeholders at district level, including improving the quality and relevance of information analysis at the district level.

4.Knowledge Management:

• Participate in the relevant Communities of Practice
• Actively interact with and provide feedback to other team members and/or other UN and INGO’s officials to share case studies, lessons learned and best practice on the Knowledge System.

Education

• Minimum completion of secondary school (high school diploma) is required. 
• A first university degree (Bachelor's or equivalent) in Management, Forestry, Agriculture, Environmental, Political or Social Sciences with one year experience is considered equivalent.  

Work Experience

• At least 5 years of experience working in forest and peat fire management and/or environmental science/sustainable natural resource management is required in combination with a high school diploma.

• Experience coordinating work between different sectors and stakeholders, particularly with civil society and district government networks would be desirable.

• Experience in communications would be an asset.

Language

• Fluency in Bahasa Indonesia is required.  
• Intermediate level in English language is required.
