Water and Energy Cluster

Based in Copenhagen, the UNOPS Water and Energy Cluster provides specialized project management services to partners such as the United Nations Development Programme (UNDP), the Global Environment Facility (GEF), the United Nations Environment Programme (UNEP) and the World Bank. Together with partners, the cluster executes projects that support sustainable development by:

• promoting international cooperation to prevent and reverse environmental degradation of international water systems
• enhancing the resilience of communities and eco-systems to climate change
• lowering emissions by bridging renewable energy solutions
• developing Nationally Appropriate Mitigation Actions to strengthen climate-resilient development

The CLME+ Project and Strategic Action Programme

The Caribbean and North Brazil Shelf Large Marine Ecosystems (jointly referred to as “the CLME+ region”) are bordered by over 35 States and Territories.  This vast marine area (4.4 million km2) is a major contributor to regional economic development and is key to many globally relevant ecological processes.  Two economic drivers important to the region’s economy and which are dependent on its marine ecosystems and associated living resources are fisheries and tourism.

The CLME+ region is regarded as one of the most geopolitically diverse and complex sets of LMEs in the world. The culturally diverse countries and territories that border this maritime area range from among the largest (e.g. Brazil, USA) to among the smallest (e.g. Barbados, St. Kitts and Nevis) and from the most developed to the least developed in the world. Both the marine resources as well as key problems affecting these resources (overfishing, pollution, habitat degradation and climate change) are shared to a very large extent by the many territories that make up this region. Highly variable progress exists across the region with regard to ocean and living marine resources governance. Capacities for living marine resources management vary considerably at national, sub-regional and regional levels.

A 10-year Strategic Action Programme (SAP) to reverse environmental degradation in the CLME+ region has been endorsed at high political levels by over twenty countries to date. The SAP puts considerable focus on priority actions that aim at dealing with root causes of environmental degradation such as weak governance arrangements and capacity, and awareness and information gaps, and overall lack of coordination of efforts, as a result of geopolitical and sectoral fragmentation at the regional, sub-regional, national and local levels. 

The UNDP/GEF Project “CLME+: Catalysing Implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems” (GEF ID 5542; 2015-2019) aims at facilitating the implementation of the CLME+ SAP. The project seeks to achieve this by facilitating an ecosystem based management/ecosystem approach to fisheries (EBM/EAF) within the CLME+ region, in such a way that a sustainable and climate resilient provision of goods and services from the region’s living marine resources can be secured. Given its regional and comprehensive nature, the CLME+ Project is uniquely positioned to address the root causes of environmental degradation, in particular the gaps and weaknesses in transboundary and cross-sectoral governance arrangements.

This post is a home-based position; the designer will be working with the CLME+ Project’s Communication Specialist, and/or any other member of the CLME+ PCU (Project Coordination Unit), as authorized by the CLME+ Regional Project Coordinator (RPC). The CLME+ PCU is based in Cartagena, Colombia. 

Under the guidance and supervision of the CLME+ Project’s Communication Specialist, the Graphic Designer will be responsible for the following deliverables:

• Producing a creative and innovative portfolio of products, designs, graphics, infographics, illustrations, templates and materials (print, electronic, web-based, new media and animated), based on CLME+ PCU needs and respecting CLME+ Project branding guidelines;
• Editing existing art-work, photos, charts and other graphic elements.

All deliverables should follow the process mentioned below:

• Analysis of requirements specified by the CLME+ Project’s Communication Specialist (CS); 
• Presentation of ideas and concepts to the CLME+ ;
• Development of graphic design(s) based on feedbacks/recommendations from the CLME+ CS;
• Amendment of the design(s) until full satisfaction and validation from the CLME+ CS;
• Delivery of fully editable files as well as high-quality print files to the CLME+ PCU.

Detailed specifications and deadlines for each individual assignment will be given to the selected designer as and when the designer's services are requested.

• Strong proficiency with Microsoft Office Suite, Adobe Acrobat, Photoshop, Illustrator and lnDesign required;
• Video/audio production skills desired;
• Proven ability to manage prepress procedures;
• Teamwork & client orientation. Ability to follow directions and maintain adequate transparency while doing so (the incumbent will be expected to work closely and reliably with members of the CLME+ PCU) ;
• Planning and organizing - the incumbent will be required to work efficiently with minimal supervision and to prioritize work to ensure that the assignments are realized within agreed upon timeframes and costs;
• Demand-driven - The incumbent will be expected to provide a high quality service in developing required designs, preparing print and online materials and ensuring that messages defined by the CLME+ PCU are conveyed accurately and in a timely fashion to designated target audiences, in particular key target publics of the CLME+ Audience, such as governments, Intergovernmental Organisations, NGOs and the private sector.
• Judgement/Decision-making - the incumbent will be expected to make proposals about the graphical appearance of the CLME+ Project materials and ensure that they comply with the applicable corporate brand guidelines;
• A good understanding of new and evolving technologies and digital platforms is desired;
• Clear and mature style of design.

Education

• Advanced University degree is required preferably in Graphic Design, Visual Arts or related field. A Bachelor’s degree in the above mentioned disciplines and two additional years of experience (which in total is four years of experience) can be accepted in lieu of a Master’s degree

Experience

• A minimum of two years of relevant professional working experience within the fields of graphic design, multimedia, visual arts, communications and outreach is required; including the use of design software such as Adobe InDesign, Photoshop and Illustrator;
• Proven experience in brand development and brand portfolio design;
• Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management;
• Working experience within the field of marine, environmental or development projects would be considered as an asset.

Language

• Fluency in oral and written English is required;
• Proficiency in oral and written Spanish is highly desired.
