Stop TB Partnership

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

As a key initiative of the Stop TB Partnership, the objective of the Global Drug Facility (GDF), a ISO:9001 certified entity, is to ensure access to quality-assured anti-TB drugs, diagnostics and other supplies by employing innovative business approaches, efficient knowledge management for evidence-driven leadership in market management, strategic procurement, and high quality procurement and supply services to client countries.

The Quality and Business Management Team Lead will serve as Team Leader for the Business information team and ensure that the GDF Quality Management System (QMS) functions are as required for ensuring GDF services meet the established standards of quality applicable to the GDF business including reliability, usability and performance and to maintain GDF ISO: 9001 certification. The Quality and Business Management Team Lead will continuously evaluate the effectiveness of the GDF business processes, offer suggestions for improvement, and actively seek options to keep the GDF abreast of innovative business management approaches.  

The Quality and Business management Team Lead will work under the supervision of the GDF Strategic Procurement and Business Intelligence Manager and will be responsible of the following activities:

• Lead the GDF Business information team: supervise staff, including IT Projects Officer and Data Management Officer; set up the team’s goals; develop and provide directions; coordinate staff workplans; coordinate with other GDF Team Leads.

• Lead the development of the GDF’s IT projects, data management and business information systems (KPIs, dashboards and reports), including a clear and timed roadmap for their implementation. Develop, lead and maintain an effective work plan and schedules for all aspects of the implementation of the GDF’s IT projects, data management and business information systems.

• Draft/update and administer GDF quality management policies, GDF process map and GDF procedures (Standard Operating Procedures) in line with quality management standards applicable for GDF activities, including but not limited to Good Procurement Practices (GPP) and Good Distribution Practices (GDP) for pharmaceuticals and diagnostics as well as good practices for technical assistance and capacity building.

• Ensure that GDF quality management system is in line with the ISO requirements.

• Work closely with the IT Project Officer and GDF team leads to develop and implement new GDF tools to automate and improve GDF business management processes and performance.

• Together with the Data Management Officer and GDF Team leads develop GDF’s Key Performance Indicators (KPIs) and report GDF business performance against GDF strategy objectives and accepted KPI’s.

• Plan, conduct and document internal quality and process audits to identify areas for improvement of the GDF quality management system and business performance. Develop, recommend and monitor corrective and preventive actions. Explore innovations for enhanced GDF business management processes and performance to achieve GDF strategy objectives.

• Monitor the reporting and follow-up of incidents related to GDF business, services and projects, in conjunction with the GDF team leads and related partners; exercise overall day-to-day control of the GDF activities and the available resources of the organization.

• Develop and monitor client satisfaction surveys and investigate GDF client complaints and non-conformance issues and propose corrective solutions.

• Prepare reports to communicate outcomes of quality management activities and business performance to GDF management and where improvements are needed.

• Identify GDF staff training needs and organize training interventions to meet quality standards.

• Coordinate and support on-site audits conducted by ISO inspectors. Evaluate audit findings and implement appropriate corrective actions.

• Monitor risk management of GDF business management processes and work with respective team leads for risk mitigation solutions.

• Schedule regular meetings, prepare the agenda & minutes and follow up on action items for the Quality and Business Management. Identify, hire, liaise with external consultants as required for the GDF quality and business strengthening and share their recommendations & feedback with GDF team leaders and management.

• Support the GDF staff in delivering the GDF Strategy objectives, including work-planning and individual development; promote quality standards amongst staff members; advise on the creation and updating of employee training records.

• The work for this position also calls for contacts outside the organization, within the delegated authority, to broker, build and manage strategic and operational partnerships with stakeholders, networks, other organizations and donors to leverage human and financial resources.

• GDF is firmly established as a global leader in setting quality standards for market management and innovative approaches to the procurement and supply of TB products and diagnostics, and other services related to accelerated implementation of Global Plan to End TB.
• Innovative business management and business solutions result in continuous improvements in the GDF delivery efficiency and customer satisfaction.
• GDF internal standards operational procedures are regularly updated and compliance maintained.
• Relevant KPIs are collected and analyzed to further improve GDF/contractors performances
• GDF staff, donors, stakeholders, countries and TB community is properly and timely informed of the GDF Quality Management systems and GDF performance.
• The GDF maintains ISO:9001:2008 and upgrades to ISO 9001:2015

Master's degree in business management, administration, communication, public health, or other fields related to the job description.

A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.

Considered as advantage:

• ISO 9001 training or proven practical experience 
• Lean Management certification (i.e Six Sigma certification)
• Project Management Professional, or similar

Minimum of 7 years of professional experience in the following or similar discipline areas: Quality Management, Business Process Modelling, Analysis and Design, Project/Programme Management

Considered as an asset:

• Strong experience in process modeling, analysis and design. Experience in organizations focused on procurement and supply of pharmaceuticals and other health products is an asset.
• Strong experience in developing, designing and successfully deploying business improvement interventions.
• Strong experience in developing and managing business information systems.
• Experience in implementing and maintaining ISO:9001.
• Experience in implementing and managing IT technologies such as ERP system, data warehouse, data interfaces.
• Experience in Quality inspection and auditing.
• Experience in customer service

• Expert knowledge of English with proven excellent writing skills is essential.
• Knowledge of French or other UN language is an asset.
