The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.   

The Police CIED Policy Advisor is responsible for the Policy level stakeholder engagement and provides advise, briefing and support to the UNMAS Director, UNSOM mission, Government entities at Federal and Sub Federal levels, partners and beneficiaries.  He/she is expected to meet and exceed the organizations performance and delivery goals. 

The Police CIED Policy Advisor is responsible for the strategic oversight of the engagement on the Policing plans and strategic level discussions to position UNMAS at high level forums and strategic discussions. The advisor will brief on the UNMAS global CIED strategies and explain in depth the UNMAS Somalia CIED policies.   The Policy Advisor will be given specific materials and direction on this by the UNMAS country CIED Advisor and the Programme Director. 

Intimate technical knowledge of CIED is not required for this post – but contextual Police experience of working within the IED threat environment is, particularly with regards to major incident control and response planning.   

The advisor will also work in close collaboration with an UNMAS internal Project Manager handling the day to day project activities and implementing police project activities.  The Police CIED Policy Advisor works to the Front Office on plans and strategy. 

The Police CIED Policy Advisor therefore has two central tasks (1) the oversight of policy level engagement within the mission and with stakeholders externally (AU Police, MOIS, Donors) and (2) the development of strategic approaches and briefs to provide assistance to the Director and Front office. 

UNMAS being part of the UNSOM in terms of its mandate, must closely coordinate its operations with the UN Police Commissioners office in ROLSIG and must ensure effective stakeholder management in coordinating with AU Police Commissioner and Somali Police Force counterparts. Police projects will be implemented to support both Federal and State Police institutions as agreed by the Federal Government of Somalia. 

• The Police CIED Policy Advisor will develop strategic plans in collaboration with the UN and AU Police Commissioner and other stakeholders.
• The Police CIED Policy Advisor must remain fully engaged and informed about the UNMAS strategic plans and theory of change processes as well as relevant strategic documents that are developed within the mission and by the Government. He/she needs to remain on top of the political developments in the security architecture and ensure he is aware of the debates and discussions that are being undertaken to advise the UNMAS Director. 
• Success of the role will be based on the Success Criteria of UNOPS and UNMAS engagements which are linked to the below responsibilities.  
• The Police CIED Policy Advisor must be able to apply the below duties and responsibilities of the project success criteria:

• Establish solid working relationship with key stakeholders - UNSOM, UN Police Commissioner, Donors, AU Police Commissioner, Ministry of Internal Security (MOIS), Federal and State level officials, Director Generals in relevant Ministries;
• Manage communications ensuring that all stakeholders are aware of UNMAS programme and create linkages to the project delivery in coordination with the Programme Office;
• Advise UNMAS on issues that may impact the achievement of their outcomes (including issues of sustainability and transition of responsibilities to Somali Police Force);
• Manage the information flows between the Front office and Programme Office as well as the coordination with external stakeholders.

Delivery and Performance:

• Fully understand and become completely conversant with UNMAS global and country CIED policies and their application;
• Integrate UNMAS into the Policy dialogue in reference to the Comprehensive Approach to Security (CAS) Strand 2b discussions;
• Represent UNMAS at relevant meetings as tasked by the Director such as CAS strand 2b meeting, NDP Pillar Working Group, donor meetings, task force and working group meetings, reviews, and conferences etc;
• Develop strong working relations with the AU police Commissioner and UN police Commissioner and influence strategic level processes to ensure Explosive Hazard Mitigation analysis is integrated into the strategic level plans and approaches;
• Engage and ensure UNMAS is well positioned in the broader security architecture through dialogue and discussion with UNSOM and Government stakeholders;
• Work to ensure alignment with Police policies (New Policing/Model Heegan Plan etc.) in coordination with the UN Police Commissioner and AU Police Commissioner;
• Participate in coordination meetings with UN, Government as well as meeting with relevant stakeholders;
• Develop UNMAS position papers, briefing notes, talking points and presentations related to the Policing priorities, security architecture, National Development plan, Aid Architecture, UN Strategic Framework and broader strategic objectives of the Government;
• Maintain communication and share information with the Head of Programme office, Project Management Office, Project Officers and Project Managers and support with programme development processes;
• Leads the project deliverables for the Police project including the outcomes and longer terms strategic objectives;
• Embed sustainability dimensions including social and gender inclusion, Sustainable Development Goals (SDGs), environmental and economic aspects of policy work;
• Identify and manage risks so that maximum benefit to UNMAS and stakeholders is achieved;
• Work with the Programme team on financial agreements and contribution agreements (as and when required);
• Identify and report potential business opportunities for UNOPS/UNMAS to supervisor;
• Identify and report threats to UNOPS/UNMAS internal business case to supervisor;
• Participate in regular update meetings with UNOPS/UNMAS portfolio managers to discuss progress, risks, and issues that may emerge to ensure the project stays on track.

Knowledge Management:

• Participate in the relevant Communities of Practice;
• Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System;
• Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies in coordination with UNMAS based on the learning from project deliverables;
• Complete lessons learned as per reporting format;
• Incorporate lessons learned from others as per planning format.

a. Education

• Advanced University Degree (Master's of equivalent) in Public Policy/Administration, Project Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant subjects with seven (7) years of relevant experience is required; Or
• First Level University Degree (Bachelor’s Degree or equivalent) with nine (9) years of relevant experience; Or
• Technical/Professional License with eight (8) years of relevant experience; Or
• Technical/Professional Diploma with eleven (11) years of relevant experience.

b. Experience

• Seven (7) years of experience with Police work, law enforcement projects, including Federal and State Policing strategies is required;
• A minimum of 3 years’ management experience is required;
• Two (2) years’ experience in leadership, budget management, and accountability is required;
• Two (2) years’ experience in client & stakeholder management is required;
• Minimum of one (1) year experience in Knowledge management and risk analysis is required;
• Demonstrated experience in major incident planning and response is desired; 
• Experience working within the UN system with Rule of Law programmes is desired;
• Experience working in Somalia as well as working in international organizations is desired;
• PRINCE2® Foundation Certification is desired.

c. Languages

• Fluency in English (reading, writing, speaking) is required
• Knowledge of another official UN language is desired
