The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action, and weapons and ammunition management and safety issues.

Under the direct supervision of an Associate Programme Officer, the National Associate Public Information Officer is responsible for the development and implementation of the programme communication strategy.

Summary of Functions:

• Coordinate and undertake a communication needs assessment. Assist in the production of a communications strategy for the programme to support the strategic positioning of UNMAS DRC; support the development a marketing strategy highlighting the programme’s effectiveness to both existing and potential partners.
• Support the Associate Programme Officer in ensuring that the programme’s messaging and achievements are communicated to the relevant stakeholders in an effective, coherent and timely manner, in the coordination with relevant units and personnel.
• Facilitate efforts to establish high quality professional networks and communications policies, tools and systems across the programme.
• Research and propose on coverage of UNMAS activities and projects through various media channels, including news stories, fact sheets, website articles, social media etc.
• Review all programme public information messaging to ensure coherence, consistency and accuracy across all forms of communication. Review and update information posted on all platforms such as MONUSCO Intranet, UNMAS website, and social media channels; improve visibility promote  achievements and provide details on the progress of relevant projects and interventions.
• Establish and maintain a library of reference materials, which catalogues communications tools such as booklets and photographs of project activities.
• Coordinate events such as strategic workshops, handover ceremonies, and community celebrations to serve different purposes, such as: developing a national strategy; promoting UNMAS activities; raising awareness on the dangers posed by mines/explosive remnants of war; etc.
• Coordinate and conduct training activities on communications activities and resources such as communications plans and templates, as appropriate.
• Perform other related duties as required.

• Secondary Education combined with minimum of six (6) years of relevant experience is required, OR
• A First Level university degree (Bachelor’s degree or equivalent) in Communications, International Relations/Public Affairs, Journalism, Production and Media Arts, Marketing, Political Science or other relevant discipline, combined with two (2) years of relevant experience. 

• A minimum of 2 years of experience in web-content management and production of communication materials, or similar experience is required
• Experience in writing and editing communication material used to convey complex ideas in a creative, clear & direct manner is required
• Experience in digital media, visual communications and interactive storytelling methods is required
• Experience in web development, interactive and visual communications processes and web project lifecycles is desired
• Experience in visualization and web interactive skills in producing visually compelling digital products experience is desired.
• Experience in the use of computers, office software including Adobe Creative Suite (e.g. Illustrator, Photoshop, InDesign and Lightroom) is desired
• Experience in use of online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) is desired
• Experience in developing and analyze online communications performance indicators is desired
• Experience with UN/UNOPS policies and procedures is desired

• Fluency in English and French (speaking, reading and writing) is required
• Knowledge of another UN official language is desired
