In February 2009, the UNOPS Myanmar was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In August 2013, UNOPS Myanmar Operations Center (MMOC) was selected by the Regional Steering Committee for the Artemisinin Resistance Containment Initiative for the Global Fund to Fight AIDS, Tuberculosis and Malaria to become the Regional Principal Recipient (PR) for GFATM’s regional grant for Artemisinin Resistance Containment Initiative (RAI) in Greater Mekong Subregion (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant commenced in January 2014. As the designated Regional PR, UNOPS is responsible for the quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities. UNOPS will continue to be the Regional PR for the next RAI 2 grant from 2018-2020 and will continue to support grant implementation in 5 Greater Mekong Sub-region countries.

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Under overall supervision of the M&E Specialist and the Head of Programme Unit, the direct supervision of the Public Health Officer (PHO) and M&E Officer – and in accordance with UNOPS policies, procedures and practices, the incumbent will be responsible for performing the following duties;

• Ensure Global Fund protocols and standards are adhered by the programme;
• Provide the administrative support of all aspects of project implementation including finance, budget and management;
• Provide support to programme in developing budgeted work plans;
• Provide support to programme in reviewing performance framework, data collection, management, aggregation and reporting to the Principal Recipient;
• Check the accuracy of project reports from the Sub – Recipients (SRs) and coordinate with the SRs in consultation with PHO/M&E Officers for any necessary corrections/additions to ensure that the reports are in line with the approved programme and the GF’s policies and strategies;
• Assist in reviewing and drafting the project reports and progress updates and disbursement requests (PUDR);
• Assists in day to day coordination of project activities, i.e., assists in collecting and assembling data and reporting activities of the project;
• Contribute to routine monitoring of project progress, activity results and implementation costs against planning to ensure that actions supported by the PR are implemented effectively and efficiently as well as adjusted to reflect changes in the national programme, work plans and budgets;
• Assist the PR team in verification and data quality checks while they are visiting the SR offices;
• Organize the field visits to the project sites, including the related logistics and administrative matters as necessary;
• Interacts with colleagues, clients, partners and in the PR to exchange vital information on operational issues related to AIDS, TB, Malaria or RAI2E;  
• Cooperate to resolve routine operational issues and refer complex issues to supervisor with recommendation of course of action;
• Act as  the focal person to archive all the necessary records, hard and soft, related to the RAI2E projects or any of the other three diseases that can easily be retrieved on request;
• Promote information sharing on all aspects related to public health and malaria in Myanmar;
• Provide support to the Monitoring and Evaluation officers in (a) assisting the development and implementation of the PR’s internal M&E systems, (b) providing adequate feedback to/from the PR’s partners on data obtained from the Fund’s internal M&E system, (c) providing advice to projects/actions supported by the PR on their own internal M&E system/needs, (d) gaining in-depth knowledge of the SRs’ on their own internal M&E system, its consistency and effectiveness;
• Perform other relevant duties as may be assigned by the supervisor.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of UN security management system and that of UNOPS.

Education

• Secondary education is required. University degree preferably in health related field will be considered a strong asset and may substitute for some of the required years of experience.

Experience

• Six years of relevant experience in health programme preferably in fund management or Monitoring and Evaluation function is required.
• Experience in HIV, TB or Malaria projects is preferable.
• Knowledge of UN rules and regulations, government directory, NGOs, UN agencies, embassies would be an asset.

Language

• Intermediate level in English and fluency in Myanmar language is required.
