The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 5,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.
UNOPS is currently undergoing a substantial transformation journey, instigated by a number of internal and external factors. One of the projects, as part of this transformation journey, builds on the findings from independent reviews conducted by third parties in 2022, leading up to the UNOPS Executive Board recommending that UNOPS conducts an overhaul of the speak-up, whistleblowing process completely and establishes a clear, centralized and uniform process that encourages reporting and safeguards fair and confidential treatment of all reports with appropriate rules and protocols, in line with United Nations system best practices. Linked to it are the processes and mechanisms used to report and manage many different types of misconduct. Organisational culture is considered an important aspect of the journey to address the challenges as are the policies, practices and procedures at the core of the existing processes.
The project is co-sponsored by the Executive Director and the Director of the Ethics Office and involves cross-functional solution building via partnering with Ethics, HR, Legal and Internal Audit and Investigations. The project will be managed in partnership with an internal change management unit.
