Under the overall
guidance UN-Habitat Syria Chief Technical Advisor, with additional reporting to
the Regional Director, UN-Habitat Regional Office for the Arab States, the Human
Settlement Officer - Urban
Information and Analysis, will
be responsible for the following:
Urban
information analysis
-
Urban
analysis and planning:
to be optimized for better urban response, specifically for durable solutions.
The analysis should inform specific sectoral investments, as well as programme
designs, and should serve the diverse communities of the urban setting for
improved social cohesion through extensive consultations. The urban analysis
should be developed in coordination with local institutions and service
providers, and should define urban functionality factors and levels and attempt
to propose feasible solutions.

Housing,
land, and property analysis and legal frameworks: analysis of legal
frameworks, specifically pertaining urban planning in Syria, as well as HLP
issues. This work stream also includes the development of relevant assessment
tools, as well as reviews and summaries of state laws and regulations.

Regional
analysis:
to identify trends and dynamics in networks of cities, and their
interconnectivities with the respectful rural catchment areas. The regional
analysis should be coordinated with a number of stakeholders responding to
needs both in urban and rural settings.

Neighbourhood
planning approach:
support national institutions and partners to develop neighbourhood action
plans in affected Syrian cities, mainly to support the safe return to decent
living conditions, by ensuring adequate access to housing, markets and
supplies, basic services, and livelihoods opportunities.

Support
the urban community profiling Consortium: Provide urban advise to
the consortium in the following areas: urban indicators selection for key
sectors (eg. housing, water supply, sanitation, solid waste, etc); developing
an urban functionality index to help prioritize humanitarian and recovery
investments; technical advice on urban systems analysis.
Programme design

Projects design: in the areas of housing
rehabilitation, markets recovery, upgrade of open urban spaces, and
rehabilitation of basic services and infrastructure.

Remote Coordination of local teams: in the
various cities and response hubs to design, implement and monitor projects, and
establish relevant contracts and recruitment processes.

Support the Development of M&E tools:
for action plans and area based programming priorities.
Coordination
-
Represent
UN Habitat in the Syria HNO/ HRP processes and within the Humanitarian Programme
Cycle. Support the HNO/ HRP with urban analysis and help concentrate response
efforts in urban areas.

Within the
framework of the Whole of Syria response, represent UN Habitat in the IM
working group, and contribute to different IM work streams, meetings and
analysis workshops.

Develop partnerships
with international NGOs, research centers, private sector, national
institutions, and other UN agencies.
Regional Technical Advice on Urban Analysis

Urban
analysis capacity assessments for Yemen, Libya and other locations to be
identified
-
Support to
local teams in urban analysis methodology development and work planning
-
Training of
teams in different aspects of urban information management (IM) as required
-
Facilitating
partnerships with other IM actors, including stand-by partners
-
Providing
other technical backstopping support as required and agreed with supervisors.
