PROJECT ENGINEER

Project Background

The overall objective of the project is to increase security of citizens and trust in law enforcement institutions by supporting the reform of the National Police of Ukraine in the areas of community policing and public order, in the regions of Kiev, Kharkiv and Lviv.

Specific Objectives of the project are:

Develop partnership between police officers and communities by enabling better trained and equipped police officers to undertake a wide range of community policing tasks across the three pilot oblasts;
Support development of public order structures where the police officers are equipped with the necessary skills and means to prevent and de-escalate conflict, facilitate the exercising of peaceful assembly and other democratic rights while maintaining order, security and safety. 

Purpose and Scope of Assignment

Under the direct supervision of the Senior Engineer the Project Engineer will undertake following tasks/duties in his area of responsibility which is Lviv oblast:

• Provide expertise opinion/advise the Project Manager and the Senior Engineer on all engineering issues
• Conduct needs assessment of the building and structures that are to be reconstructed in Lviv Oblast
• Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery is to the scope budget and time
• Provide regular reports to the Project Manager and provide inputs for the periodic and final Reports to inform donors and the key stakeholders of trends and conditions in the Project
• Manage contractors and contract execution to ensure delivery is to the scope, budget and time and in compliance with the technical documentation
• Formulate and/or check and revise all technical documents/designs
• Ensure the contractor provides method statement for works prior commencement, and perform the quality check of the presented document
• Supervise the quality of the construction materials and collected attest documentation
• Ensure that documentation on site is kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation)
• Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction  
• Provide Site Visit Reports on Project related activities, specifying work progress and arising issues
• Maintain the cooperation with the construction supervisors, contractors, designers and local authorities
• Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after
• Hold site coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and  provide minutes of meeting for construction-related meetings
• Perform other duties as assigned by the Project Manager and Senior Engineer in the agreed timeframe

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls

• All civil works / infrastructure projects implemented following the envisaged timeline and budget
• Strong technical contribution to individual project development, including financial aspects
• Reports from meetings and site visits produced within 48 hours
• Provision of photo documentation illustrating the infrastructure activities on site
• Timely, accurate and worthy contribution for all reports envisaged as standard project reporting

• With master's degree minimum two years of relevant professional engineering experience at site; OR with bachelor's degree minimum four years of relevant professional engineering experience at site.
• Experience in works related to management of complex construction and reconstructions works
• Experience in working with the EU and other UN agencies is not necessary but will be considered as advantage

• Valid graduate engineer's licence for responsible designer/contractor as per Ukraine regulations\
• Valid road vehicle driving licence

• Good knowledge and understanding of FIDIC Contracts
• Confirmed knowledge of MS Project
• Excellent organisational and inter-personal skills
• Formulates written and oral information clearly and persuasively
• Accountability for management of time, establishing clear performance goals, standards, and responsibilities

• Able to perform a variety of standard tasks related to results management, including screening and collecting of project documentation, projects data entering, preparation of revisions, filing, provision of information
• Demonstrates commitment to UNOPS' mission, vision and values, including cultural, gender, religion, race, nationality and age sensitivity and adaptability

• Initiates and sustains relationships with key constituents 
• Focusses on impact and result for the client and responds positively to feedback
• Builds strong relationships with clients and external actors

• Drivers licence essential and ability to travel independently
