Communications Services Manager

• Responsible for the support and monitoring of telecommunications systems deployed by the UN in the field and HQ. Generate reports.
• Assist in the analysis, definition, specification and documentation of telecommunications solutions, policies, standards and guidelines. Generate and revise network diagrams and network documentation.
• Install, configure, maintain and support equipment and systems providing ICT services.
• Troubleshoot connectivity and infrastructure problems. Monitor and analyse the performance of ICT services. Provide information on availability of support packs, relevant firmware updates.
• Manage cabling and infrastructure projects. Liaise with the UN if permits or authorization are required from the government or local authority. Provide advice to implementing partners of the UN.
• Maintain asset records. Assist in the decommissioning of obsolete equipment as required by the UN regulations.

Education:

Master’s degree or equivalent in Information Systems, Computer Science, Engineering or related field or Bachelor’s degree in Information Systems, Computer Science or Engineering or related field, with equivalent work experience.

Experience:

·         Minimal 5 year experience in installing, configuring and managing telecommunications equipment in large and complex environment is required.

Desirable:

·         Experience in managing and monitoring VSAT, LAN and WAN voice and data infrastructure including TCP/IP networks, VPN, firewalls, switches, routers and network analysis tools.

·         Experience with server deployment, DHCP, DNS and other LAN services.

·         Proven ICT project management experience with a methodology such as PMP, PRINCE2, etc.

·         Knowledge of the ITIL framework. Experience in customer services and the ability to provide a professional interface with the user community.

·         Good interpersonal skills.

·         Attention to detail.

·         Proven ability to work under pressure.

Industry recognized certifications are an asset

Language:

Fluency in written and oral English is required. Knowledge of another United Nations official language is an advantage.

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

Based in the New York, the UNOPS Development Group Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.

The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
