Stop TB Partnership

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Our partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector

STBP works closely with the Global Fund (GF) to ensure that adequate investments are made in high TB burden countries in a manner that will maximize impact and the Global Fund TB grants are effectively used by countries to make rapid progress towards ending TB. STBP’s collaboration with the Global Fund will be enhanced with the addition of two staff positions in Stop TB Partnership designated as Stop TB Technical Advisors/Global Fund. This initiative will be supported by USAID.

These individuals will be Stop TB Partnership Full Time (FT) staff but will work closely with the Global Fund Secretariat, GF Regional Managers and their Country Teams (CT) and Heads of Department, as well as GF Disease Advisors and other GF personnel; with a geographic focus on one  to two regions.  The positions will also coordinate and work closely with USAID staff in Washington DC.  Working arrangements will be flexible and depending on needs. Approximately 20% of time is likely to be spent in Stop TB office, 40% of the time in Global Fund, and 40% in engaging with and traveling to countries.

Under the guidance of the Stop TB Executive Director and the Deputy Executive Director, and the direct supervision of the Team Leader, Global Fund and Country Support, the incumbent will be responsible for the following:

1. Facilitate closer collaboration with STP and USAID/Washington and its field structures (e.g., country and regional Missions, TB Advisers, etc.,) to ensure effective alignment of technical support interventions and efficient utilization of available bi-lateral and multilateral resources.
2. Work closely with GF Regional Managers,  CTs and the GF TB Advisers to analyze status of implementation, identify bottlenecks, and design solutions to address issues of slow absorption and/or low impact in TB grants.  Work together to Review Global Fund grant performance data and work plans; work with CTs, technical partners, national TB programs, Principal Recipients and in-country partners to address issues.
3. Provide technical support with the roll out of the new funding requests application process in designated countries.  Review drafts of applications and provide needed technical input to ensure quality of programming.
4. Analyse grant implementation and performance data to discern common regional trends and provide response solutions; play a convening role and assist with garnering support to address emerging implementation gaps and bottlenecks.
5. Be an additional source of technical expertise for CTs – in collaboration with GF TB advisers and provide needed technical support, with a focus on introduction of new policies and tools, innovative approaches, etc.; and facilitate sharing of experiences and practices across countries.
6. Travel to countries as deemed necessary to engage with the national TB program, PRs, national partners and stakeholders, and maintain close communication between visits; ensure effective follow up; closely coordinate visits with all partners, including CT.
7. Working closely with technical partners such as USAID, WHO, STP and GF CTs contribute to development of plans for technical support needs and assist with implementation of activities.
8. Facilitate development of requests for technical assistance and ensure their effective delivery and value-added contribution with a focus on practical steps to address bottlenecks of slow absorption.
9. Participate and contribute to the GF TB Situation Room meetings and calls.
10. Linking staff at US Government (both Head Quarter based and at the Country Mission level) and US Government-supported TB projects with GF country teams to share information and harmonize country-level activities and activity outcomes, including work plans and budgets.
11. Facilitating alignment and coordination of Stop TB Technical Assistance mechanisms (GDF, TB REACH, MDR-TB, Communities/Rights/Gender) and Stop TB advocacy efforts with GF grant needs in order to maximize impact at country level.

• Minimum of 7 years of professional experience in public health sector with at least 5 years experience working in TB high burden countries or transition countries

Desirable/considered as an advantage:  

• Work experience working with Global Fund
• Experience of working on tuberculosis, HIV programmes as well as Health System Strengthening
