Field Coordination Officer (Chinese Nationals Only)

UNOPS is providing advisory services to the local government of Qinhuangdao City for the development of a 50 square kilometres Asia-Pacific Smart Healthcare Demonstration Zone in Beidaihe New District, Qinhuangdao City of Hebei Province (hereafter referred to as “the Project”).

The Project is in line with the newly set global Sustainable Development Goals (SDGs) and support the Chinese Government's "Beijing-Tianjin-Hebei Integration Development Strategy". Particularly, the Project will contribute to optimizing medical & healthcare resources deployment / distribution across the region and help to address the emerging issue of the "aged society".

Under the overall guidance of the Project Director, the Field Coordination Officer is focused on the coordination of key project activities within the Project Team in Beijing and Qinhuangdao city. The Field Coordination Officer is responsible for the following duties:

• Provide assistance in support of the research, planning and implementation of the Industry Positioning Plan, Conceptual Plan and Project Business Development Plan
• Assist in the coordination of project planning and preparation; monitor status of /project proposals; take necessary action to ensure project documents are completed and submitted to relevant parties for approval.
• Assist in the preparation and analysis of project activity budget proposals; provide assistance in the interpretation of budget guidelines; review and coordinate submissions of activity/events proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized.
• Serve as focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with the local government and Zone Operators to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. organization of and participation in training/ workshops/conferences, domestic mission tours, international mission tours, travel arrangements, etc.
• Draft correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other related issues, as well as prepares contributions for a variety of periodic reports.
• Perform other duties as assigned by the Project Director

• Advanced University Degree (Master’s or equivalent) in Business Administration, Project Management, Healthcare & Pharmaceutical or other relevant discipline is required;
•  A Bachelor Degree with a combination of 2 additional years of relevant professional experience will be accepted in lieu of a Master's Degree;

• A minimum of 3 years of progressive experience in project administration, technical cooperation or related area with focus on monitoring, reporting,  and coordination in either public or private sector organizations;
• Good industry backgrounds related to Healthcare & Pharmaceutical, Senior living or other related industries will be a plus;

• Fluency in written and spoken English is required; 
• Fluency in written and spoken Chinese (mandarin) is required;

• PRINCE2® Foundation/ PRINCE2® Practitioner/PMP would be an asset
