The RBM Partnership to End Malaria

The RBM Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes for action and resources and forges consensus among partners. RBM works mainly through Partner Committees (PCs) which formalize, consolidate and amplify the Partnership priorities of advocacy, resource mobilization, and country/regional support. Each Partner Committee is supported by a Partner Committee Manager employed by the RBM Management Team.  

The Country/Regional Support Partner Committee (CRSPC) provides a platform to engage the RBM Partnership community in coordinating support to countries and regions as they execute their malaria control and elimination implementation programmes. Support is tailored to suit the requirements and existing capacity in each country and region.

The consultant shall work for the RBM Country/Regional Support Partner Committee (CRSPC) to provide technical support to national malaria programmes in facilitating innovative resource mobilization for successful implementation of their national malaria programme strategic plans. 

Reporting to the RBM Country/Regional Support Partner Committee (CRSPC) and CRSPC Country Resource Mobilization and Advocacy Working Group (CReMA), the consultant will provide technical support  to national malaria programmes  in facilitating innovative resource mobilization  for successful implementation of their national malaria programme strategic plans.

The consultant will work with the National Malaria Programme and national/regional RBM partners to perform any of the following, as appropriate:

• Undertake Scoping Missions to conduct in-country consultations with relevant stakeholders assessing the long-term financial requirements.
• Undertake desk reviews of all relevant malaria and health financing strategy documents, including gap analysis.
• Undertake country missions to obtain data for a complete picture of program costs, resource needs, financing sources available and macroeconomic data needed to develop investment cases for the malaria programme.
• Analyse and calculate potential resource gaps in the near and intermediate term.
• Conduct relevant analysis including cost-effectiveness, cost benefit analysis or other economic analyses and develop investment cases using appropriate methodology according to context and data available.
• Support development/review of malaria resource mobilization strategies based on country context.
• Make viable recommendations on functional strategies in the areas of financing and resource mobilization.
• Work closely with RBM partners and other consultants to ensure that the findings are appropriately framed for advocacy for policy change.
• Contribute to policy briefs and materials that are developed, produced, and disseminated in the area of resource mobilization.
  • Write and submit a report to the RBM CRSPC outlining in detail the support process outlining successes, challenges and lessons learnt for future support.

Advanced university degree in the public health or related field.
Bachelor’s/first level university degree with two additional years of relevant experience may be acceptable in lieu of the advanced degree.
