The Project will fall under the purview of the UNOPS KEMC
(Kenya Multi Country Office) Located
in Nairobi, Kenya, the Kenya Multi Country Office manages a growing portfolio
of engagements, including associated strategic and operational risks. The KEMC
sub-region currently consists of an established Operation Centre in
Nairobi/Kenya which manages a portfolio of engagements in multiple countries in
East and Southern Africa. This includes a large portfolio of Infrastructure,
procurement and project management service projects in Kenya, Uganda, Tanzania,
Zimbabwe and several Island states.
Project
Following devastation caused to life,
livelihoods and property by tropical storm Idai in March 2019, the AFDB has
allocated up to US$ 25 million to finance a 'Post Cyclone Idai and Kenneth
Emergency Recovery and Resilience Programme' in Zimbabwe.
This proposed Socioeconomic Recovery
Project in Zimbabwe, aims to achieve the objectives below, albeit the scope
needs to be fine tuned in the project inception phase and in consideration of
and alignment with other post cyclone interventions. "(...restore the service levels of
transport, power, and water and sanitation and agriculture to the affected
people in the most impacted districts of Chimamani and Chipinge, in the
Province of Manicaland and strengthen the Government of Zimbabwe (GOZ’s) capacity in disaster preparedness
(including early warning weather systems) and management. This objective will
be achieved through the reconstruction of roads and bridges, power distribution
substations, lines and replacement of transformers, construction of water and
sanitation facilities, assist with distribution of agriculture inputs such as
seed, fertiliser, chemical and repairs to irrigation infrastructure for
affected communities in the selected districts, and institutional strengthening
and capacity building on emergency preparedness and recovery process management.)'The PIU team
will be based in Mutare, the capital of Manicaland Province in the East of
Zimbabwe and will be operational for between 2 and 3 years.
Position Background
The Project Manager is responsible for the day-to-day
operations of the project and provides services to the different donors,
partners and beneficiaries. He/she is
expected to meet and exceed the organizations performance and delivery goals.
The PM must have post disaster experience and be
familiar with multi stakeholder environments and management. S/he would benefit
from experience in humanitarian operations and must be familiar with infrastructure
design and delivery. He/she will benefit from experience working with local
communities, local contractors and be able to build and manage technical teams.
The PM reports to the Head of Programmes KEMC for operational project delivery and the Director KEMC for representation
