The Government of Norway and UN Environment have established a
collaboration to enhance national capacities for improved environmental
management of the oil and gas sectors in 14 OfD supported countries, with the
overall aim of improving environmental management and reducing environmental
risks associated with oil and gas development in countries supported by
Norway’s Oil for Development (OfD) Programme. Based on this collaboration, UN
Environment provides technical assistance and trainings/capacity building and
undertakes institutional capacity needs assessments to OfD supported countries
upon request from OfD country programmes.
The purpose of the OfD Programme is poverty reduction and
sustainable development through responsible management of petroleum resources.
The programme has four components, which together form a holistic approach to
petroleum management. These components are finance, resource management, safety
and environment. UN Environment’s cooperation with Norway focuses primarily in
strengthening the environment component of the OfD Programme. In this context,
UN Environment also works to promote global outreach and dissemination of
trainings on environment and oil and gas, including through the Global Network
on Environment and Oil and Gas (on LinkedIn) and other partnerships.
An international consultant with expertise on developing and
delivering trainings and capacity building programmes and working in fragile and
developing country contexts is required to support UN Environment in
implementing the UNEP-OfD collaboration.
Specifically, the consultant will support in project implementation
including development and delivery (facilitation) of trainings and other capacity
building activities, including through online platforms and working with
external partners. The consultant is also expected to provide support to
project planning, reporting and documentation as well as project communications
support.
Ultimate result of services:
- Enhanced institutional capacities in OfD supported countries
related to improved environmental management in the oil and gas sectors, which
are systematically monitored and documented;
- Establishment of a training library using a systematic approach
to training development/design, delivery and follow-up monitoring of action
plans in OfD countries
- Increased public outreach and dissemination of key training
products through use of social media and other online platforms
- Enhanced partnerships to further scale up delivery of capacity
building in OfD countries and beyond
Expected Outputs/Deliverables and performance indicators:
- Lead in preparation, planning and delivery (facilitation) of
national/regional/global level trainings which are part of UN Environment’s
Annual Work Plan with OfD
- Review existing training courses and materials and develop
training packages which follow a systematic approach to detailing the course
outline/structure/delivery methods, including preparation of powerpoint slides,
videos, group exercises and reference materials
- Develop and undertake a monitoring plan to systematically
document related outcomes/application/results from trainings provided by UN
Environment, in collaboration with the Project Manager and M&E expert;
- Support partnership development to scale up and further
disseminate training materials, including through online platforms
Specific tasks and responsibilities
Output 1: Lead in preparation, planning and delivery of
national/regional/global level trainings which are part of UN Environment’s
Annual Work Plan with OfD
- Lead in preparations, delivery and facilitation of
national/regional/global level trainings including workshop documentation
- Support planning, preparations and delivery of a regional
training on oil spill preparedness and response for East Africa OfD countries
in December 2019, including logistics preparations, facilitation and workshop
documentation
- Support planning, preparations and delivery of a university
partners workshop to identify areas for collaboration in order to promote
institutional mainstreaming of environment in the oil and gas sector
- Support any other additional trainings being developed and planned,
as requested.
Output 2: Develop training
packages which follow a systematic approach to detailing the course
outline/structure/delivery methods, including preparation of powerpoint slides,
videos, group exercises and reference materials
- Review existing training course materials and training delivery
approach
- Identify areas for improvement
- Develop a systematic manner of packaging trainings materials
including the course outline/learning objectives and delivery methods
- Review powerpoint slides and convert into systematic templates
- Develop referencing system for videos, group exercises and
reference materials to be used for training courses
Output 3: Develop and undertake a monitoring plan to systematically
document related outcomes/application/results from trainings provided by UN
Environment
- Working in collaboration with the Project Manager and M&E
expert, develop and test a monitoring plan for follow-up implementation and
reporting of Action Plans developed by trained participants
- Review annual surveys (2017 and 2018) previously carried out
with trained participants and identify areas for improving the annual surveys
to document applications/ intermediate outcomes as a result of the training
- Undertake the annual survey for trained participants in 2019 in
end of Q4
- Support in project monitoring and reporting
Output 4: Support partnership development to scale up and further
disseminate training materials, including through online platforms
- Working with the Project Manager, support preparations for a
global meeting with international development partners to identify areas for
potential collaboration
- Support planning and delivery of webinars on environmental
management topics related to oil and gas development
- Review the current outreach of the Global Network on Environment
and Oil and Gas and identify areas for strengthening its global outreach and
entry points for promoting partnerships/collaborative engagements to further
advance mainstreaming of environment in the oil and gas sector
- Develop concept notes for potential global advocacy engagements,
including through organizing side events or panel discussions on environment
related topics in the sector
Reporting lines
- Under the overall supervision of Chief UNEP/CMB, the consultant
shall report directly to the OfD Project Coordinator.
- The consultant shall take direction from, DRR Programme
Coordinator, OFD Project Coordinator
- Final deliverables shall also be approved by Head UNEP/CMB.
