Finance Senior Analyst – Planning and Budgeting

Finance Group

The purpose of the Finance Group is to lead and develop the organization’s finance strategy and practice. The core functions of the Finance Group are to:

a.      Articulate finance policies and processes; enable operationalization and managerial oversight through appropriate systems and reports; provide corporate advice and guidance; and strengthen the knowledge, skills and career development of finance practitioners.

b.     Steward the resources of the organization, ensuring cost recovery and accurate financial reporting to partners; maintain appropriate controls and integrity of financial management in accordance with relevant international standards; enable prudent management and growth of financial assets; and build an informed and shared management engagement on financial issues in support of the organization’s business strategy.

c.      Identify and develop opportunities for the provision of financial management services for partners and ensure appropriate modalities for service delivery.

The Finance Senior Analyst – Planning and Budgeting reports to the Head of Unit – Financial Planning and Budgeting who provides broad supervision and guidance. The role is responsible for supporting the implementation of the annual budgeting cycle and the internal investment management process, based on strategy requirements.  It is also responsible for assisting with the development of organizational analysis on progress towards strategy implementation. 1. Financial planning

• Provide analysis and support on the organization-wide processes for budgeting, forecasting, target setting and resource allocation.
• Assist the Head of Unit – Financial Planning and Budgeting by providing analysis to support recommendations on key assumptions required for annual budgeting process.
• Assist in the consolidation of UNOPS overall budget.
• Assist the Head of Unit – Financial Planning and Budgeting to monitor and evaluate the implementation of budgets, including preparation and quality assurance of reports and dashboards.
• Assist in the implementation of administrative project and budget management processes, including administrative project closure 

• An advanced university degree (Master’s degree or equivalent) preferably in finance, accounting, business administration, economics or a related area is required.
• A first-level university degree (Bachelor's degree or equivalent) in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.

• Minimum 2 years of relevant working experience in the areas of audit, accounting and/or financial reporting with a Master’s Degre*e; *Minimum 4 years of relevant working experience in the areas of audit, accounting and/or financial reporting is required in combination with a Bachelors’ Degree.  
• A minimum of 2 years of relevant experience in a large international organisation or business corporation is required.
• Experience and Knowledge of UNOPS financial rules and regulations, working knowledge of ERP would be an asset
  
  

• Full working knowledge of English is required
• Knowledge of another official UNOPS language is an asset.

• Professional certification in accounting (CA, CPA, ACCA, CIMA, etc.), audit (CIA) or equivalent desirable and considered an asset
