The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development
projects around the world. UNOPS supports partners to build a better future by providing services that
increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development
projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project
management, procurement and infrastructure services to a wide range of governments, donors and United
Nations organizations.
Launched in 1992, the Global Environment Facility (GEF) Small Grants Programme (SGP) has been
promoting grassroots actions to address global environmental concerns. SGP aims to deliver global
environmental benefits in the GEF focal area of biodiversity conservation, climate change mitigation,
protection of international waters, prevention of land degradation (primarily desertification and deforestation),
and elimination of persistent organic pollutants through community-based approaches. SGP is a corporate
programme of the GEF. It is implemented by UNDP and executed by UNOPS.
The Australian Government is providing support to the United Nations Development Program (UNDP) to
implement small-scale community-based climate change adaptation activities through the Global
Environment Facility Small Grants Programme (GEF SGP). The program is implemented across 42
countries, and includes the Small Island Developing States Community Based Adaptation program (SIDS
CBA) and its predecessor the Mekong and Asia pacific Community Based Adaptation Program (MAP-CBA).
The SIDS-CBA has three goals: i). to improve the adaptive capacity of communities to reduce vulnerability to
the adverse effects of climate change risks; ii). to provide countries with concrete ground-level experience
with local climate change adaptation; and iii) to provide clear policy lessons and mainstream within national
processes across scale. There are four program level outcomes: 1. capacity building for NGOs; 2.
mainstreaming of community level climate change adaptation; 3. national and sub-national systems
strengthening; and 4. knowledge sharing.
