●
Assist in the design, implementation and
coordination of HIV prevention, control and treatment project.
●
Assist the Public Health Officer (PHO) in tasks
related to the day-to-day management of the HIV grant and in
communication with Sub-recipients (SRs).
●
In collaboration with the PHO, provide guidance
in the review of HIV work plans and reports submitted by SRs and other implementing partners,
ensuring that these are technically sound and in line with the policies and
strategies of the National Programme and funding agency, and ensuring gender
mainstreaming as appropriate.
●
In coordination with the relevant PR units,
assist SRs in implementing the HIV grant and facilitate the development of SR capacities as required.
●
Assist the PHO by providing essential inputs in
the drafting of donor reports, cash forecasts, re-planning and reinvestment
exercises related to the HIV grant
●
Assist in the routine monitoring of grant
progress, tracking all activities, results and implementation costs against the
approved work plans to ensure that the activities supported by the grant are
implemented effectively and efficiently and adjusted as needed to reflect
changes in the National Programme
priorities as agreed to with the Global Fund.
●
Assist SRs in the re-planning and reinvestment
exercises related to the HIV grant and negotiations with the Global Fund, when required or needed
●
Assist in following-up with SRs and implementing
partners on recommendations and
management actions that needed to be carried out based on recommendations from
the donor, local fund agent and/or audit firms
●
Attend relevant technical and coordination
meetings, under the guidance of the PHO; develop and maintain professional
relations with stakeholders.
●
Promote information sharing and apply knowledge
of relevant issues impacting public health, particularly in the context of HIV prevention and
control
●
Work closely with the HIV M&E Officer to track and assess the
progress and impact of the HIV grant
●
Assist PHO in ensuring that Global
Fund standards and protocols are adhered to by UNOPS’ partner agencies and SRs
●
Assist to coordinate and manage training
activities for SRs as needed
●
Under the guidance of the PHO, liaise with the
Health Ministry, WHO and other UN agencies to present and discuss strategies
and issues regarding the HIV initiative programs
●
Assist the PHO in providing continuous hands-on
support to National AIDS Programme (NAP) in the
development and tracking of budgets, work plans, forecasting and
quantification, reprogramming, reporting, risk assessment, preparation of TORs,
and other programme-related matters

●
Successful performance management of the HIV grant ensuring the implementation of SRs is aligned with the National
Strategic Plan on HIV and AIDS and financing policies and strategies.
●
Good professional relationship with
MOHS, NAP, WHO, SRs and other implementing partners.
●
Regular updates and coordination of PR review
meetings and related capacity building activities of the SRs
●
Timely completion of the Progress Update and
Disbursement Request to the Global Fund.
