Supply Chain Management Specialist (Logistics)

Located in Nairobi, Kenya, the Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMC sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa. This includes transactional projects in partnership with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple ‘operational’ projects in Kenya, Uganda, Tanzania, Zimbabwe, Zambia, Mozambique and island states.

Background Information-Project

The Project will fall under the purview of the UNOPS KEMC (Kenya Multi Country Office) Located in Nairobi, Kenya, the Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMC sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and Southern Africa. This includes a large portfolio of Infrastructure, procurement and project management service projects in Kenya, Uganda, Tanzania, Eritrea, Zambia, Zimbabwe, Mozambique and several Island states. This specific position will be based in Mozambique. 

Mozambique is recovering very slowly from the effects of Cyclone Idai and Kenneth which struck in quick succession in 2019. The country is in pursuit of peace between the Government and RENAMO - a process supported by UNOPS. At the same time, the North of Mozambique is experiencing an insurgency that has made thousands homeless and is already spilling into Tanzania. 

UNOPS is preparing for quick mobilization in Mozambique and therefore multiple positions are being advertised to enable rapid deployment and response to this emergency. 

Under the overall supervision of the Project Manager, the Supply Chain Management Specialist (Logistics) will lead on all logistical activities in support of the project.  More specifically the incumbent will be responsible for the following:

• Responsible for asset and inventory management of all the expendable and non-expendable items under this and other projects in order to maintain accurate records for accountability as well as handover of equipment when appropriate;

• Ensure that a register for assets, non-expendable property and equipment for the project specifically, and KEMC generally, is established and maintained/updated on an ongoing basis and the asset lists are updated monthly; and monthly reports are submitted to Project Managers;

• Provide overall management, tracking, maintenance and reporting of assets and non-expendable property and equipment in the project office, and KEMC offices, and ensure that physical verification of assets and equipment is performed on a regular schedule, and that any discrepancies are fully investigated and resolved;

• Implement and maintain sound asset management and inventory control system in accordance with UNOPS’ Asset Management policy;

• Prepare Receipt and Inspection Reports (RIR) for all incoming equipment and supplies;

• Issue equipment and supplies and maintain updated inventory records for different sources of funding;

• Implement a disposal plan in accordance with UNOPS policy for unserviceable assets and expired/damaged stock, following donor regulations and in accordance with legal agreements;

• Review Project Asset Registry and develop a plan for verifying and re-registering assets procured by the country programme in accordance with UNOPS policy;

• Reconcile all assets recorded in the Assets Register against the items purchased by the programme. Coordinate this reconciliation process with the KEMC Head of Support Services and the logistics sections of relevant projects;

• Analyze and report the use of expendable items for each project and the Country Office;

• Manage and oversee the project's entire logistics and supply chain system;

• Monitor and control movement of equipment into and within the country including all customs matters;

• Set up proper systems for equipment maintenance, repair and replacement during the project lifecycle;

• Ensure all logistical aspects of the project are satisfied including the proper functioning of office utilities (e.g. electricity, water supply, etc.);

• Supervise all logistics staff and provide skills transfer to Mozambique national staff to assist them in developing similar management characteristics and abilities;

• Coordinate and work closely with Project Managers and department heads, both in the development of proposals and on day-to-day logistics issues and activities (identify needs, priorities, technical support on specifications and implementation /implications costs) to ensure KEMC engagements are appropriately supported by the logistics function;

• Work to ensure that routine and emergency security measures, as they relate to logistics, are implemented. Coordinate with Security, on movements of staff and materials;

• Advise senior management on logistics and supply chain management, structures and staffing levels to ensure they are adequate at all times to meet the requirements of the logistics strategy;

• Maintain efficient support functions to complement successful delivery of projects.

• Master’s degree in Management, Business Administration, International Relations, Development Studies or other related fields is required;

• Bachelors’ degree with additional 2 years of relevant  work experience may be accepted in lieu of a Master’s degree.

• Minimum of 5 years of experience in project implementation, operational or support functions is required.

• Work experience in infrastructure development/logistic support projects in Africa or conflict countries is desirable.

• Experience with  OneUNOPS, or another Enterprise Resource Planning (ERP) tool is desirable.

• Certification in Procurement and Supply Chain is desirable;

• Certification in Financial Management is desirable;

• Association of Chartered Certified Accountant is desirable.

Fluency in written and oral English required.  Knowledge of Portugese language is required.
