Programme
management
●
Develop engagement methodologies and project
documents in connection with identified opportunities and in
cooperation/collaboration with partners.
●
Establish the strategies and implementation
plans for the country engagement programme, in collaboration with the partners,
set objectives, performance measurements, standards and results expected to
ensure timely and partner-oriented services. Ensure all relevant performance
targets of the Partnership are on track, in line with the M&E framework of
the Partnership.
● Oversee the
strategic engagement with the countries under the designated portfolio. This
includes ensuring that the country engagement strategy is flexibly and
systematically implemented across all countries in at least one region of
operation.

Coordinate all operational work in the
designated region(s) and ensure systematic application of all systems,
processes, and tools for the Country Engagement Team of the Support Unit.
●
Represent the NDC Partnership in country missions,
external meetings and workshops, as necessary.
●
Manage the team by promoting teamwork,
collaboration and diversity. Provide timely guidance and supervision to the
team to enable them to perform their duties responsibly, effectively and
efficiently.
●
Foster a positive work environment, respectful
of both men and women, and ensure that the highest standards of conduct are
observed.
● Create, foster and role model a culture of respect and zero tolerance
for discrimination, abuse of authority, harrasement, sexual harrasement and
sexual exploitation and abuse. Ensure accountability for actions and perform
duties in accordance with protection mechanisms and action plans, as expected
by UNOPS policies, standards and commitments.
Programme
development and planning
In close cooperation with the Team Leader,
●
Prepare all relevant documentation for
engagement with the PAF Advisory Group.
●
Based on Steering Committee decisions, design
and coordinate the execution of PAF thematic calls, including NDC updating
support for 2025 through the Climate Action Enhancement Package (CAEP).
●
Ensure regular coordination with implementing
partners to encourage their participation in PAF and reflect lessons learned in
strategy updates.
●
Support the Global Director in fundraising
efforts and grant preparation related to the PAF.
●
Provide recommendations to the Management Team
of the Support Unit on the overall direction, performance of the PAF.
●
Prepare biannual reports to the NDC Partnerships
Steering Committee on overall status of the PAF and ensure timely reporting to
funders.
●
Lead resource mobilization efforts on behalf of
the countries in the designated region(s) and coordinate with development and
implementing partners accordingly.
● Support Senior Management to build, sustain, and strengthen
relationships with NDC Partnership focal points, other government officials,
implementing partners and other key partners as it relates to the country
engagement strategy.
Service
delivery and quality assurance
●
Establish and maintain appropriate arrangements
for direct operational support for delivery of the Partnership, including
leveraging regional or corporate support facilities whenever available.
● In close coordination with the Country Engagement Director of the NDC Partnership, monitor and oversee programme implementation,
review progress, assess constraints and take corrective action, ensuring early
warning of risks, for action and/or intervention.
● Provide oversight for all PAF operations and activities, including calls
for proposals, evaluation and matching of support, grant setup, grant
management.
Knowledge
management and innovation
●
Contribute to the development and introduction
of innovation to ensure continuous incorporation of best practice approaches.
●
Contribute to the dissemination and sharing of
best practices and lessons learned for corporate development planning and
knowledge building.
●
Encourage strategic capacity building of
personnel, partners and stakeholders.
●
Guide the development of Country Impact Stories
and other outreach products to highlight results of the NDC Partnership’s
in-country engagement, with a particular focus on delivery of these products in
at least one region, in coordination with the Knowledge and Learning Team of
the Support Unit.
