The health system in Somalia has been ruined by twenty years of conflict, which affected all its components including human resources, management, service delivery and support systems as well as devastating its infrastructure. International agencies and the private sector have filled some of the gaps affecting public health services but, in the absence of effective coordination, security, adequate incentives and regulation, the quality of the services provided is poor.
UNOPS strategy in the health sector aims at supporting the provision of essential health services while consolidating and rationalizing the existing health care delivery system by putting in place the building blocks for a sustained recovery; thus combining emergency and development approaches. Since January 2010, UNOPS has been managing a large scale health project in support of 12 hospitals throughout Somalia. The objectives of this project are to: i) Provide the necessary funds for the delivery of health services by covering the recurrent costs incurred in their daily operations and ii) Provide technical assistance in the development and implementation of clinical and managerial standards and guidelines.

Under the overall supervision of the Health Project Manager, the Biomedical Engineer will be responsible for the following tasks:
Procurement and Maintenance
- Conduct an inventory of the existing medical equipment and their status of functionality in the hospitals targeted by the intervention.
- Estimate the hospitals’ needs in terms of medical equipment, spares and consumables and develop, in collaboration with hospital management staff, an acquisition and replacement plan.
- Assist in the installation, commissioning and demonstration works of medical equipment.
- Develop the technical specifications of the equipment to be purchased and assist UNOPS Procurement Office in the analysis of bids and responses to invitations to tender.
- Coordinate and undertake the establishment of a system for equipment management in each of the targeted hospitals in charge of: daily routine works on calibration/repair and maintenance, servicing of basic medical equipment, devices and instruments; management of stock of spares, consumable and accessories; maintenance of medical equipment log book.
- Teach hospital end user on prevention, care and operational guidance of medical equipments, devices and instruments.
System development
In collaboration with the Somali Health Authorities and with the relevant health partners, the Engineer will:
- Develop a standard list of medical equipments, spars and consumables with respective technical specifications for the different levels of the health system, consistent with the indications of the Somali Essential Package of Health Services
- Provide technical support in the development of an inventory map of medical equipment at Country level and in the creation and maintenance of a database of equipment and maintenance information
- Assist in the development of a management system defining standards and guidelines for the acquisition, operation, maintenance and replacement of medical equipment
- Prepare a training curriculum for the formation of technicians in the repair, management and maintenance of biomedical equipment

- At least five (5) years of experience in the maintenance and the acquisition of health biomedical equipment in developing countries.
