Programme Management Specialist

New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management 

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries. 

The United Nations Office of Counter-Terrorism (UNOCT)/the United Nations Counter-Terrorism Centre (UNCCT) Global Preventing and Countering Violent Extremism (PCVE) Programme provides integrated capacity building packages, institutional development and technical assistance to requesting Member States, civil society and the UN system to strengthen individual, community and national resilience to violent extremism and reduced threat of terrorism. The Programme engages in nine substantive and mutually reinforcing portfolios: policy assistance, strategic communications, youth engagement, education, mental health, new frontiers, gender, human rights and coordination.   

This is a position in UNOPS for supporting projects carried out for or in UNOCT. The incumbent of this position will be a personnel of UNOPS under its full responsibility.  

The position supports the work of UNCCT, part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States relating to PCVE. The Programme Management Specialist will support effective implementation of the UNCCT Global PCVE Programme.     

The Programme Management Specialist will provide technical and operational support as follows under the supervision of the Project Manager and coordination with  the direction of the UNOCT Global Programme on PCVE Head of Unit and Chief of UNCCT Pillars I and IV:  

• Manage implementation of the Global PCVE Programme, in close coordination with the UNOCT Programme Manager. 

• Manage the budget, financial transactions and reporting related to implementation of the Global PCVE Programme. 

• Management of consultants that support the Global Programme, in close coordination with the Programme Manager, including induction processes, and the development and monitoring of work plans.

• Act as the focal point for logistics and substantive implementation of project activities, including procurement of contractual services and recruitments.

• Support the organisation and delivery of scoping missions to Member States and regional bodies to determine capacity building needs and develop plans for implementation.

• Plan, develop and deliver capacity building activities at the global level, including workshops, training and technical assistance, in close collaboration with the Programme Manager, preferable in areas including Mental Health, Strategic Communication and Education and PCVE. 

• Contribute the development of funding proposals and resource mobilization.

• Manage data collection and the timely and high-quality reporting of the project’s activities, including compiling post- activity reports, surveys, scoping mission reports and contributing to measurement and evaluation of the project.

• Communicate with national, regional, CSO and industry stakeholders on the implementation of the project under the guidance of the Programme Manager.

• Identify, advise and develop opportunities for programme iteration and the collection of global good practices.

• Undertake research and prepare Concept Notes and Briefing Notes for the PCVE programme.

• Contribute to lessons learned of PVE capacity building activities.

• Provide technical support for critical meetings, conferences, seminars for UNCCT PVE- focused issues.

• Provide support to other areas of the Global PCVE Programme as required.  

• Liaise with PCVE counterparts in Global Counter-Terrorism Coordination Compact entities, and other Programme partners and entities on the implementation of project activities. 

• Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above. 

Monitoring and Progress Controls

• Effective project management of the global programme, including management of timelines, budget, reporting and consultant work planning, at the direction of the UNOCT Global Programme Head of Unit and Chief of UNCCT Pillars I and IV.

• Effective support to the implementation of capacity building activities, including regional, national and subnational workshops and technical assistance, at the direction of the UNOCT Global Programme Head of Unit and Chief of UNCCT Pillars I and IV.

• Contribution to timely and high-quality project reporting.

• Effective data collection for the measurement and evaluation of the project and incorporation of good practice and lessons learned into the project delivery.

• Advanced university degree (Master's degree or equivalent) preferably in social work, social science, international development, or other relevant field.

• Bachelor’s degree in relevant field with additional two (2) years of relevant experience may be accepted in lieu of an advanced university degree.

Work Experience 

Required: 

• A minimum of five (5) years of progressively responsible experience in project management, with at least three (3) years of experience in PCVE is required.

• Experience in the design, delivery and management of PCVE programmatic activities is required.

• Experience in budgeting, procurement and recruitment, preferably within the UN system is required.

• Experience managing and coordinating staff/consultants is desirable.

• Experience managing team-wide workplans within an international organization is desirable. 

Language

• Fluency in English (write, read, talk) is required.

• Knowledge of other UN working languages is desirable.
