Background Information – Cambodia

UNOPS established its Cambodia Office (KHOC) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Ardemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOC is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOC is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts. 

Under the EU Contribution for the Electoral Reform in Cambodia, UNOPS procures goods and manages grants on behalf of the EU, in order to contribute to the credibility and acceptability of the Commune election of 2017 and the General election of 2018.

The IT Systems Specialist will be responsible for following up on how the equipment procured under this action is contributing to reaching the overall and specific objectives. Identification of goods to procure will be identified jointly by the EU and NEC.

Under the direct supervisor of the Project Manager, the incumbent will work in close coordination with other members of KHOC and will perform the following specific duties and responsibilities for UNOPS implemented projects.

• Ensure that ICT equipment procured with funding from the EU will be accurately registered, utilized and well maintained as outlined in the respective rules and regulations
• Communicate with, and provide feedback on ongoing progress, potential issues and challenges, to the PM and the EU on a regular basis and provide suggestion on mitigation measures.
• Conduct regular spot checks to ensure that damaged or non-functioning equipment will be repaired or replaced in accordance with the project procedures and warranty clauses.
• Liaise with other donor funded projects to minimize the risk of duplications and ensure compatibility of ICT equipment in the procurement plan.
• Support the procurement Specialist in maintaining and regularly up-dating the procurement plan.
• Conduct regular market research to keep abreast of technical development in the ICT sector relevant to the assignment.

• Master degree, preferably in Information Sciences, Computer Science, Computer Engineering or Master of Electoral Policy and Administration, Electoral Operations, or a related field.
• Bachelor degree in Information Sciences, Computer Science, Computer Engineering, Electoral Policy and Administration, Electoral Operations, or a related field in combination with additional 2 years of experience may be accepted in lieu of Master degree.

• A minimum of 5 years of relevant experience in the field of information technology and/or telecommunication and systems;
• Experience in working for electoral projects is required.
