Manager, Country/Regional Support Partner Committee

Roll Back Malaria Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes for action, and resources and forges consensus among partners. The Partnership is composed of a multitude of partners, including malaria endemic countries, their bilateral and multilateral development partners, the private sector, nongovernmental and community-based organizations, foundations, and research and academic institutions. The partners join the RBM Partnership on a voluntary basis through their commitment a malaria free world.

The past fifteen years have seen tremendous gains in reducing the burden of disease and progressing towards malaria elimination. Between 2000 and 2015, global malaria incidence fell by 37 percent and mortality rates by 60 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Expansions in financing, strong political commitments, novel diagnostic and preventative measures, and multi-sectoral co-ordination have facilitated this progress. Since 1998, the Roll Back Malaria Partnership (RBM) has been central to the global fight against malaria. It has been essential to mobilizing these unprecedented resources and scaled up innovative interventions and to put the world on to a path of eliminating malaria.

1. Provide management and leadership:

• Contribute to the establishment of the CRSPC and ensure a smooth transition and transfer of existing work plans and resources.
• Work with CRSPC co-chairs and members to develop committee work plans and implementation strategies inclusive of key stakeholder consultations to inform the design of country and regional structures and work plans.
• Assist, together with the Co-Chairs of the Country / Regional Support and Advocacy and Resource Mobilization Partner Committee (ARMPC), in the development of a strategy on country and regional resource mobilization and the effective use of existing resources in collaboration with new RBM mechanisms
• Advise the Co-Chairs of the CRSPC for the development of costed work plans for the area for work and within the boundaries set by the Board and the CEO, including advising on strategic planning, risk management, as well as streamlined procedures and best practices.
  

• Promote effective use of available resources for the development of resource mobilization strategies in countries and regions
• Facilitate the building of consensus working together with the Partnership management team, RBM partners and key stakeholders for the implementation of Board decisions through cross-cutting work plans and objectives, as well as proposals for innovative activities and streamlined processes.
• Work with country representations, CRSPC co-chairs, and committee members to effectively promote the prioritization and targeting of interventions at country level through the use of data for the purpose of maximizing disease control results and “value for money” within the context of national strategic plans.
• Work with CRSPC co-chairs,committee, and partnership at large to co-ordinate and provide technical assistance and implementation support to countries to:

• Adopt, implement and share best practices.
• Lead and participate in comprehensive programmatic and financial gap analyses.
• Contribute to the development of funding proposals (including Global Fund Concept Notes) and other investment requests, including exploring flexibility within existing major donors, increasing public and private domestic resource commitments, and expanding innovative financing approaches.
• Foster country coalitions to focus on key malaria issues within each country and region.
• Coordinate between country, regional, and global-level donors to enhance understanding and collaboration, jointly resolve key bottlenecks, and work with resource mobilization units to fill funding gaps.
• Work both proactively and reactively with regional entities and countries directly to assist them in the co-ordination of operations of an early warning system that identifies country bottlenecks and implement a rapid response mechanism to support countries to overcome those bottlenecks

3. Partnership:

• In conjunction with the ARMPC, represent RBM Partnership and take one of the leading roles in the area of resource mobilization for country programmes by networking existing and prospective partners, donors and interested parties; negotiating and collaborating with them to encourage interest and attract support as part of fund-raising drives towards increasing financial support for RBM, as well as broadening awareness among potential donors and key partners.
• Support countries and Partners to adopt, implement and share best practices.
• Contribute to the facilitation of information-sharing, effective communication and collaboration across the RBM Partnership, as well as existing and prospective partners.

• Within delegated authority, distributing assignments to facilitate smooth and effective use of human and financial resources; training, motivating and coaching staff, as well as evaluating performance and facilitating career development.

• Demonstrated networking and negotiating ability to encourage resource mobilization and foster support for countries, resolving issues and problems, at the international and global public health field, preferably malaria, in a proactive and independent manner. 
• Proven leadership capacity combined with superior interpersonal, tact, judgment, discretion and diplomacy skills.   
• Recognized ability to motivate others, promote collaboration and cross-cutting activities, and stimulate consensus and support toward reaching multi-faceted goals. 
• Excellent skills in policy and strategic analysis and decision-making combined with skills in planning, management and resource mobilization. 
• Ability to work under pressure and obtain results. 
• Flexibility and willingness to work at various duty stations to promote RBM mandate and respond to its needs and objectives.
• Capacity and willingness to work in a collaborative manner.

Essential:

• Minimum seven years’ relevant experience preferably in the development, implementation and/or management of health projects.
• Minimum five years of experience working in public health sector, in particular with Malaria.
• Documented experience in resource mobilization at national and international levels, through partnership development focusing on results.
• Working experience in challenging politically complex situations towards implementing changes, complemented by track record in the development and evaluation of policies related to public health, preferably in the area of malaria.
•  Proven ability to manage and motivate senior staff located in different geographical locations is preferable.

• Substantial experience or knowledge of multi-lateral, bilateral, and private financing with the Global Fund for AIDS, Tuberculosis and Malaria.
• Experience with or good understanding of multi- bilateral and private financing options available to countries and partnerships

• Advanced university (master’s) degree, preferably in business management, public administration, public health or social science is required.
• Specialization, experience or sound understanding of international development political agendas as related to malaria is preferable.
