The United Nations Office for Project Services (UNOPS) was awarded a World Bank funded Project titled – Feasibility Studies and Preliminary Engineering Designs for Urban and Community Roads in Mogadishu, Urban Roads in Garowe, Solid Waste and Liquid Waste Management in Hargeisa.

This Project is part of the Urban Investment Planning Project (UIPP) and includes three components for UNOPS to provide project management and engineering services.

The three components that require UNOPS inputs are as follows:-

Component A – Feasibility Study and Preliminary Engineering designs for Community Roads in 17 districts of Mogadishu.

Component B – Feasibility Study and Preliminary engineering designs for Urban Roads in Mogadishu (approximately 17km) and Garowe (approximately 26 km) and Solid Waste and Liquid Waste SW/LW Management in Hargeisa.

Component C – Management, Oversight and Quality Assurance

Under these components, the initial feasibility study report conducted social assessments to interact with the local communities through the UNOPS Project Team composition - Consultant Community Organizer's and the Municipality/District Community Leaders. The partner Consultants (APEX and IPE Global) developed a tool that determined road section priorities for possible investments, and interacted with the municipal officials, district leaders and the communities for the identification and project agreements.

A team of 3 UNOPS National Technical Liaison Counterparts was hired, based in South Central, Somaliland and Puntland respectively. As well as the Consultant’s Community Experts, other key stakeholders such as the World Bank, and other related projects such as ‘Transition Initiatives for Stabilization Plus (TIS+)’ and the Municipal Governments were regularly involved and close working relationships were developed for the Project.

Supplemental Scope of Work

  1. Bid Document Preparation

UNOPS is to prepare a standard set of bidding documents required for the Mogadishu community / secondary and urban roads, leading immediately thereafter to the procurement for the construction of the roads works.  The bidding documents are to be based on World Bank Standard Bidding Documents.

The bid documentation is to include all of the works that have had preliminary engineering designs prepared under the original Agreement between UNOPS and World Bank, and supplement these PEDs with the additional engineering inputs required to transform the PEDs into final designs drawings, associated bills of quantities, engineers’ estimated costs, and the full package of bidding documents including the technical specifications.  

       2. The scoping work in Baidoa and Kismayo will encompass three primary elements:

(i) Assess the adequacy of the current water supply resources and determine the level of additional customers which can be accommodated under the existing water resources, as well as any identify additional water resources which might be developed to accommodate for increased levels of inflow of displaced persons

(ii)Develop plans and basic designs for the construction of camps to accommodate significant numbers of incoming returnees to Somalia.
