- Monitoring, Evaluation and Learning Approaches and Methods: Demonstrates
knowledge of methods and approaches for monitoring, evaluation and learning of
development effectiveness. Experience in designing and implementing complex ME&L
systems. Experience in developing results frameworks,
logical frameworks, or similar tools for project/program design. Understands
the importance and relevance of mixed methods in ME&L and is able to bring a range of multi-disciplinary
approaches to bear in ME&L design.
Understand the key challenges in sustainable development MEL.
- Communication: Excellent
drafting ability and communication skills, both oral and written; ability
to explain and defend, in a respectful and trusting context, difficult
issues with respect to key decisions and positions to top management,
senior staff, to staff, and members of intergovernmental bodies. .
- Planning and organization: Ability to independently establish detailed objectives, goals and
targets for self and his/her colleagues and staff. Establish and plan
deadlines, and ensure that deadlines are prioritized, managed and met.
Manage work effectively to take account of changing circumstances. Monitor
the delivery of work against a plan and deliver in an organized and timely
manner. Develop strategies and clear goals that are consistent with the strategies. Identify priority activities
and assignments. Adjust priorities
as required. Allocate appropriate amount of time and resources for
completing work. Foresee risks and allow for contingencies when planning;
monitor and adjust plans and actions as necessary. Use time efficiently
and be able lead others to work to deadlines and maintain effectiveness
under pressure.
- Technological awareness: Keeps abreast of relevant available technology; understands
applicability and limitations of technology in the ME&L and Learning context; actively seeks to apply
technology to appropriate.
- Client orientation: Takes
on leadership in ensuring that those to whom the MEL function serves –
staff, managers, funding partners, stakeholders - find themselves
supported as “clients ”; builds and maintains clients’ trust and respect
and builds productive partnerships; actively seeks out to identify
clients’ needs and matches them to appropriate solutions; monitors ongoing
developments inside and outside the clients’ environment to keep informed
and anticipate problems; keeps clients informed of progress or setbacks in
projects; meets timeline for delivery of products or services to client. Maintains client relationships in the face of
conflicting demands or directions and provides evidence-based advice and
solutions based on sound diagnosis and knowledge. Acts as a credible business partner and
works with a long-term and institution-wide perspective in addressing
clients' needs.
- Creativity: Takes on
leadership in improving existing MEL policies, processes, systems and
practices. Initiates adapting in new and different environments, and finds
new solutions to address operational or strategic problems. Initiates,
sets up and leads projects to develop organizational structures, systems
or strategy and works on activities and in environments which are new for
the organization while responding to the demands of stakeholders for new
approaches to be adopted.
- Collaboration Within Teams
and Across Boundaries Collaborates across
organizational boundaries, internally and externally with a sense of
mutuality and respect. Consistently engages others in open dialogue,
brings out any conflicting viewpoints and incorporates viewpoints into
solutions, giving credit where credit is due. Leverages expertise of all
team members to ensure successful outcomes. Makes choices and sets
priorities with a SEforALL corporate perspective in mind.
- Creating, Applying and
Sharing Knowledge:
Ensures systematic sharing of good practice and learning from
lessons gained from monitoring experiences across SEforALL, clients,
donors and partners. Seeks mentoring opportunities or events to deepen or
strengthen their professional knowledge and mentors junior staff.
