Head, Technical Unit (WSSCC INTERNAL VACANCY)

The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181.The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. • Leads and coordinates the provision of technical and methodological expertise of the Council aligning needs of country program directors with the WSSCC strategic plan, ensuring overall standard of technical work generated by the Division.

• Manages the technical experts of the technical unit ensuring the integration, relevance and rigor of their work.

• Prepares periodic budget projections for the division for consideration by the Executive Director. Once a resource allocation is approved, is responsible for overseeing its implementation in accordance with the rules and procedures of UNOPS

• Advises the DED on relevant trends, WSSCC capacities to deliver and recommends use of in-     house and complimentary external expertise necessary to deliver

• Fosters a knowledge management culture within the division, identifies best practices and facilitates exchanges of lessons learned across the WSSCC Program and encourages technical staff to foster mutually beneficial learning relationships with technical partners beyond the Council   

• Coordinates and supervises Training and coaching within the division that both reflects best practices and new approaches but builds on lessons learned internally from Council staff

• Ensuring relevance of technical work, coordinates with regional programme managers and local counterparts at national levels including NGO, UN and high-level officials, on priority technical and capacity building issues.

• Builds strategic network with policy and technical leaders working on issues related to SDG 6.2 connecting the work of the Council to national, regional and global initiatives and attracting interest in WSSCC approaches. 
  
  
• Primary source for strategic information to the department of policy and innovation relevant to its global policy and advocacy role; ensure the advocacy and policy advice provided by the Unit is consistent with corporate policies
  
  
• Perform other related duties as required.

• Master's degree in project management, public administration, public health, development management, social science or other relevant related field is required.

• Minimum ten years relevant professional experience in international development or public health or programme/project management or related fields is required.
  
  
• Experience in the areas of Menstrual Health Management, gender, equality, sustainability and/or WASH is highly desired.

• Fluency in both written and spoken English is required. Working knowledge of French is desirable.   

• Ability to lead and manage a diverse group of technical experts to achieve results in a responsible and collaborative manner through clear direction, supervision and modelling behavior.
• Demonstrated knowledge of gender, MHM, sustainability, equity and WASH
• Ability to facilitates personal and professional development by giving others constructive feedback, coaches, mentors, manages, and empowers for performance, competence, and career development.
• Demonstrated ability to network and create linkages across diverse groups, including    extensive knowledge of the current evidence and approaches to tackling social determinants of health and equity is preferable.
• Proven ability to understand and translate complex concepts and evidence into understandable language, including presentations, written documents, and policy relevant to non-specialists is preferable
• Knowledge and skills in approaches to strengthening national policies for equity and translating those policies into action at the community level preferable.
• Excellent conceptual and analytical abilities and an analytic approach to information management.
