Senior Field Security Associate

The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs). 

The Information and Communications Technology Division of DFS has implemented a range of civilian and military field technologies to address the requirements of peacekeeping operations that have been identified as strategic enablers to make peacekeeping more effective and efficient. Partnerships and bi-lateral sponsorship's with member states and other entities are being developed  to facilitate the introduction of innovation and modern technologies to support mandate implementation in UN Field Missions. 

Under the technical coordination of the Chief Safety and Security Officer, Global Service Centre, the Senior Field Security Associate will provide substantial Security support services to UNICTF-V as required and requested in line with Safety and Security Guidelines, within the limits of delegated authority.

• Consults with and assist the UNICTF-V Chief of all security matters and activities of concern planned or taking place within the UNICTF-V complex.
• Assists with supervision of activities and operations of the office including the preparation of security office budgets, personnel and guard force contracts, along with the GSC Chief Security Officer.
• Supports the Chief Security Officer to maintain continuing lines of communication with security focal points in all other agencies in Spain, to ensure maximum security coordination.
• Analyses security related information, evaluates reports, and provides input to the United Nations Security Management Team on the implementation and evaluation of the effectiveness of the security plan.
• Assists with development of security contingency plans, Security Risk Assessments, Standard Operating Procedures (SOPs), inductions, training in personal security awareness, hand-outs, and briefing to all categories of staff, non-staff, visitors, and wardens.
• Liaises with local authorities and police to review prevailing local security conditions, identifying security trends and advises staff, project personnel and dependents on potential security problems.
• Ensures that the fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
• Periodically checks emergency communications system to determine if system is functioning properly; arranges for necessary repairs or adjustments.
• Ensures timely submission of periodic reports to the Department of Safety and Security (DSS) Security Incident Reporting System and personnel lists to the Designated Official.
• Provides support to the Area Security Coordinator (ASC) in the performance of his functions.
• Performs all other related duties as required. 

• High school diploma or equivalent.

Required:

• Seven (7) years of experience in all areas of security operations with a National Entity or UN Security is required.  
• Experience as a supervisor is required.   

Desirable:

• Working experience with Closed Circuit Television (CCTV), Radio Frequency Identification Device (RFID, and Training on VHF, HF is desirable.

• English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.  Fluency in Spanish is desirable.  Knowledge of another official United Nations language is an advantage.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Based in the New York, the UNOPS Development Group Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.

The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
