Geospatial Technical Officer

The Somali Urban Investment Planning Project (SUIPP), financed by the Somali Multi-Partner Fund (MPF), is supporting the preparation of Feasibility Studies (FS) and Preliminary Engineering Designs (PEDs) across three cities of Somalia (Mogadishu, Garowe and Hargeisa). The Project is currently planning for 17 km of urban roads in Mogadishu and 29 km of urban roads in Garowe, community roads in all 17 districts of Mogadishu, improvement of the solid waste and liquid waste services and disposal in Hargeisa, and supplemental investment in the water supply improvement program of the Hargeisa Water Agency'. The FS and PEDs are currently being undertaken by UNOPS. The civil works for the above infrastructure will be implemented in the proposed follow on Somali Urban Development Project (SUDP).

A variation order has been approved for a new project to develop a Drainage Master Plan and Roads Inter-Connectivity in the city of Mogadishu.

a) The objective of the proposed study is to develop a road connectivity assessment and a trunk drainage masterplan for Mogadishu that guide the strategic and harmonized investments.

b) Such a plan gives an overview of the existing road network and drainage systems, allows BRA to identify key gaps, standardize the system design, and prioritize future investments based on evidence. Moreover, potential investors, namely the private sector and development partners are better able to identify investments that will have the highest economic and environmental returns.

This position is open to Kenyan nationals or those with Kenyan residency permits.

This position requires travelling in and out of Somalia.

The Geospatial Technical Officer will include but not be limited to:

• Guide, coordinate and monitor the field data collection with the support of local liaison and engineering students
• Identify and employ appropriate geostatistical and spatial analysis techniques as required. Development of geodatabase and shapefiles as required
• Identify appropriate GIS data sets/tools and sources
• Perform necessary data analysis including spatial data analysis
• Develop database on road and drainage study, data entry and data management
• Translate roads and drainage study to the Masterplan and incorporate into the basemap
• Assist in providing information for Mogadishu Drainage Master Plan by verifying the existing drainage location and transformed into a map that will produce GIS database
• Superimpose the shortlisted road network to link with the urban and community roads chosen under SUIPP; develop a drawing and a database that will provide immediate information of the road network configuration
• Any other duties as directed by UNOPS Project Manager.

Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operation Centre in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple ‘operational’ projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.

The UNOPS Somalia Office presently manages a significant portfolio of projects in Somalia and has its direct representational and oversight functions in Somalia, while maintaining a technical and administrative support capacity at the hub level in Nairobi.
