With financial support from the Omidyar Network, the Cities Alliance will launch a Call for Proposals to award small grants for innovators and community organisations at local level working on innovative ways to improve secure land tenure and housing rights in African cities. The initiative will address the nexus between the issue of land tenure, Africa’s growing young population, and its capacity to innovate and deploy modern technologies. It will also measure and improve the Cities Alliance and UNOPS’ ability to make small grants to new, local and non-traditional partners in order to achieve significant development impacts.

Cities Alliance is seeking a highly motivated and dynamic Programme Analyst to manage the implementation of the call. Under the guidance and supervision of Team Leaders, the Programme Analyst will be responsible for all aspects in the grant appraisal, award, monitoring and management of grantees. The Programme Analyst will contribute to effective and efficient team work and team results that are delivered on time, within budget and to high quality standards.

• Under the guidance of the Team Leader for Global Programmes, the Programme Analyst will draft all related information material associated with the call including announcements, information to the grantees as well as reports to the Board and donor;
• Under the supervision of the Team Leader for Grants, Portfolio and Operations, the incumbent will conduct all key processes of grant making and management including  project identification, proposal assessment and approval, grant set up and supervision and closure.
• Ensure the compliance with UNOPS policies and rules and the Cities Alliance Standard Operating Procedures, Manuals and Guidelines related to grants.
• Ensure all grant-funded projects are on track, compliant, meet all grant and project reporting obligations required by Cities Alliance and UNOPS and meet performance targets for organisational efficiency.
• Support the launch and maintenance of an extensive web and social media campaign to disseminate the Innovation call and its results (Cities Alliance website, Facebook, Twitter);
• Ensure all documents and reports related to grants are recorded accurately in the Cities Alliance Information System and provide support for all Programme Audit exercises and Independent Evaluations.
• Prepare draft Agreements for grant awards using standard templates. Liaise with grantees on the signature process and ensure first disbursements are processed within service standards.
• Provide a framework for knowledge management, drawing key substantive and process lessons from the call and, where appropriate, wider dissemination.

• Minimum two (2) years of work experience post master's degree or four (4) years post bachelor's degree in international development, grant-giving or other relevant professional areas is required.
• Previous experience in developing countries and/or prior work experience with UN Agencies or other international development institutions would be an asset.
• Experience with grant making modalities and procedures is desirable. 

• Excellent analytical and drafting skills.
• Capacity to plan and deliver a high volume of work with accuracy and according to strict service delivery standards for quality and timeliness.
• Strong organisational skills and ability to work in a fast-paced environment balancing multiple tasks and working for one more Task Managers.
• Proficiency in using MS Office Suite.
• Ability to work and contribute to multi-cultural and multi-disciplinary environments.
