Monitoring and Data Analyst

The Water Supply and Sanitation Collaborative Council (WSSCC) is at the heart of the global movement to improve sanitation and hygiene, so that all people can enjoy healthy and productive lives. Established in 1990, WSSCC is the only United Nations body devoted solely to the sanitation needs of the most vulnerable and marginalized people. WSSCC is implementing a new strategic plan for 2017-2020. The overriding aim of the plan is to accelerate progress towards Sustainable Development Goal (SDG) target 6.2 “By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations”.

To achieve the goal of ending open defecation and ensuring improved sanitation and hygiene for all the WSSCC created the Global Sanitation Fund (GSF) in 2008. The Global Sanitation Fund (GSF) invests in collective behaviour change approaches and policy advocacy that enable large numbers of people in developing countries to improve their access to sanitation and adopt good hygiene practices. GSF-supported country programmes are expected to enhance efforts in reaching the most vulnerable (including those affected by climate change); addressing the needs of women and girls (including MHM); scale-up school WASH activities and improve supply-side efforts (including sanitation marketing). The GSF is currently supporting programmes in 11 countries.

WSSCC is currently rolling out a new planning & budgeting tool aligned with its recently revised Results Framework (RFW), that will support biannual planning for the upcoming 2019-2020 cycle, as part of its 2017-2020 Strategic Plan.

In addition, WSSCC is currently rolling out an upgraded financial and results reporting tool to be used by all large grants (including GSF supported programmes) funded by WSSCC. The Financial and Results Reporting Tool (FRT) is structured on the programme results framework and will capture financial and programme results data and will underpin the ability to perform value-for-money analysis (by programme managers and the WSSCC Secretariat).

The Planning, Monitoring, Evaluation and Reporting Unit (PMERU), is hiring a Monitoring and Data Analyst to support with activities related to the development of the WSSCC revised planning and budgeting tool, as well as the online FRT for WSSCC large grants. The Monitoring and Data Analyst will oversee roll out and maintenance needs for the tool, provide training and technical support to users of the tool and play a pivotal role in collating, reviewing and analysing of data that will in turn inform WSSCC programmatic decisions.

Under the supervision of the Planning, Monitoring, Evaluation and Reporting Unit (PMERU) and working closely with the Monitoring and Evaluation Support Officer, the Monitoring and Data Analyst shall perform the following duties:

• Support the development and management of the WSSCC revised planning and budgeting tool for the 2019-2020 cycle. The Monitoring and Data Analyst will be the liaison point for coordination with all WSSCC departments and units for finalizing indicators and populating the tool.
• Oversee the development and testing of the online results and financial monitoring reporting tool, ensure that all enhancements to the tool are undertaken. The Monitoring and Data Analyst will be the liaison point with the software developers contracted to develop the tool and will work closely with the Finance and Operations Unit in WSSCC to ensure the integration of programme results and financial data.
• Support the roll out of the tool working closely with WSSCC Regional Units to identify the support needs to programmes. The Monitoring and Data Analyst will provide training on the tool both from a distance and also undertake in-country missions where required. The Analysist will be responsible for ensuring that the tool users manual and any supporting guidance documents are developed and up-to-date.
• Responsible for ongoing maintenance of the tool, troubleshooting and resolving issues as they arise.
• Assist with the review and analysis of programme results and information, including interpreting trends, create data visuals (graphs, infographics, etc.), and support production of reports;
• Undertake the translation of tools and guidelines from English to French; 
• Assist with the coordination and organisation of internal and external events related to monitoring and evaluation (webinars, meetings, workshops). Participate at meetings and events, as required; and
• Perform other duties related to monitoring and evaluation in WSSCC as required by the Head of Unit.

Masters degree in computer science or information technology or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Minimum of two years experience in Water, sanitation and hygiene (WASH) development sector or statistical analysis or information management or maintaining web applications is required. 

Fluency in oral and written English and French is required.
