Infrastructure Project Coordinator, Multiple positions

Launched in March 2015, the "Via Lilás" Project was signed between the Government of the State of Rio de Janeiro and UNOPS. Among the various goals that make up the project is the development of engineering and architectural projects, the construction and acquisition of equipment for buildings that aim at the implementation of public policies for the protection of women at risk.

The Infrastructure Project Coordinator is responsible to produce/read the documents required to initiate the project, and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the co-executing partners and project stakeholders to ensure the project(s) products are capable of meeting the project´s objectives.

The Infrastructure Project Coordinator will work in close collaboration and under the supervision of Project Manager. The tasks and responsibilities of the Project Coordinator will include:

• Establish working procedures and coordination mechanisms with the Project Manager and the co-executing partners.
• Work with the Project Manager to define and implement the appropriate workflows and procedures related to the approval of project documents.
• Ensure adequate inter-institutional coordination and stakeholder participation mechanisms during project implementation, upon directions from the Project Director.
• Manage communications and ensure stakeholders are aware of project activities, progress, and deadlines
• Manage the information flows between the Partner, UNOPS and the Project Manager and the co-executing partners.
• Support in the negotiation and establishment of institutions partnerships for achieving projects results, including preparation/revision/amendment/extension of legal and cooperation documents for the approval of the parts involved.
• Participate in workshops, seminars, meetings and other events related to the project´s objectives, when requested by the Project Manager.
• Provide support to field missions.
• Carry out visits to the project stakeholders and project steering committee as part of the overall supervision of project implementation and prepare visit reports, if needed and upon request of the Project Manager.
• Ensure that project documents, meeting reports and records are properly filed and shared with all project stakeholders.
• Support the Project Manager with project-related travel.
• Work with the Project Manager to prepare and consolidate all project progress and financial reports and any other documentation required by UNOPS. 
• In cooperation with the Project Manager, provide guidance to co-executing partners to ensure adequate compliance of project implementation with UNOPS procedures.
• In cooperation with the Project Manager, prepare for and consolidate the bi-annual work plans and budgets and submit them for the approval of the responsible parties, as well as to the Project Board, when applicable. Ensure that all related meeting reports are done and shared by the parties no later than one month from each meeting. Support meeting preparation with needed logistics, travel and materials.
• In cooperation with the Project Manager, provide guidance to partners to ensure that all expenditure complies with UNOPS Financial Rules and Regulations.
• Undertake administrative and financial services, including the plan of goods/services payments, budget revisions and cash transfers for the project.
• Organize, prepare and act as Secretary to all project meetings, including bi-annual work plan meetings, Project Board meetings and prepare meeting reports.
• Draft official communication documents and summarized progress reports for the project manager, when needed.
• Ensure that the work plans proposed are feasible and compatible with the executing timeline of the project.
• Follow-up with the Project Manager and partners to guarantee that the project is implemented according to the agreed work plans.
• Coordinate the activities of the partners, including support to the Project Manager on the analysis and approval of workplans and activity reports.
• Coordinate the activities of the partners considering activities planned versus executed and physical progress versus financial expenditure.
• Monitor and support the revision of all project related documents in coordination with the Project Manager.
• Work with the Project Manager to submit the appropriate project related documents to the partner.

Monitoring and Progress Controls

• Quarterly plans and project reports. 

• University Degree (bachelor’s degree / first level) in Engineering, Architecture or related management fields is required.
• Advanced University Degree in Project Management, Business Administration, Engineering or other relevant discipline is highly desirable.

• At least 2 years of progressive experience in infrastructure project development and management support, with a focus on monitoring, reporting, development, and coordination preferably in the UN System.
• Knowledge of UN procedures, specially UNOPS will be an advantage.
• Computer skills with particular experience in spreadsheet packages and databases (MS Word, Excel, etc.) as well as Project Management computer tools is highly desirable.
• Prince2 Foundations is highly desirable and relevant. Candidates who do not hold this certification will have to obtain it in the first three months of work.
