Information Systems Officer - Physical Security

The Office of Information and Communications Technology (OICT) provides enterprise-wide oversight of ICT programmes, budgets and decision-making to ensure alignment with the Secretariat’s overall ICT strategy, in support of the Organization’s mission. Services required for this agreement revolve around the activities concerning OICT’s responsibility for the management of the global ICT environment which includes the development of Secretariat-wide infrastructure architecture and overseeing the central data centres that house enterprise systems and safeguard all Secretariat-wide data.

The overall purpose of the post is to provide for project planning and project management capacity required to deliver and support technology infrastructure for Access Control, CCTV, and Intrusion Detection Systems at Headquarters and in the field, in accordance with Minimum Operating Security Standards promulgated by the Department of Safety and Security.

This position is located in the Office of the Chief, Technology Operations, Operations Support Division (OSD)/OICT. The incumbent is under the overall supervision of the UNOPS Programme Manager and direct supervision of the OICT Chief of Campus Operations.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

The responsibilities listed for this group of positions relate specifically to the technical management, administration, and day-to-day operations of the physical security infrastructure systems located at the UN Secretariat Campus and Off-Site locations. Within delegated authority and in accordance with UNOPS policies, procedures and practices, the Information Systems Officer - Physical Security will be responsible for the following duties:

• Performs Network Administration duties.
• Creates and maintains up-to-date documentation of network design, operation and procedure documentation.
• Plans and prioritizes workload to meet implementation schedules and minimise schedule conflicts.
• Troubleshoots layer 1, 2 and 3 OSPF routing protocol.
• Contributes to the development of functional specifications and user documentation for systems;
• Provides specialized advice to users, analyzing requirements and translating them into new application functionalities; determines application systems integration and linkage issues;
• Monitors the maintenance of existing user systems; troubleshoots and provides user support to resolve issues; gives advice on the use of new techniques, etc.;
• Leads the maintenance of computer programs that require integration of interrelated systems and program elements;
• Manages the performance of integrated testing and oversees aid to users for acceptance testing;
• Assures training materials and user manuals are cohesive and meet quality expectations; effectively train staff in assigned systems;
• Contributes to the process of the development of disaster recovery plans Researches and analyzes shifting and new technologies and deployment methods making recommendations for their deployment;
• Writes reports and papers on systems-related topics, system requirements, information strategy, etc.
• Maintains communication between OICT and its clients to sustain proper relationship management.
• Contributes specialized knowledge to drafts of Service Level Agreements (SLAs)
• Provides general information and mentorship to new/junior staff, consultants

Work implies frequent interaction with the following:

• Systems Officers and IT specialists throughout the Secretariat and other UN agencies;
• External IT users and clients such as (e.g. governments, international organizations, etc.);
• Works with minimal amount of supervision; independently provides accurate deliverables in the areas of Information Systems – Physical Security.

Education:

• A Master’s degree  in Computer or Information Technology, Electrical/Electronic Engineering or other related field is required. 
• A Bachelor’s degree in combination with additional two (2) years of qualifying experienced may be accepted in lieu of the Master’s degree.

Experience: 

• Minimum of five (5) years of progressively responsible experience in planning, design, development, implementation, operation and maintenance of computer information systems or related area, with relevance to infrastructure systems and operations is required;

• Minimum of five (5) years of experience in functional and technical aspects of physical, virtual systems, centralized storage, centralized back-up, data centre administration(s) and architecture or any combination of the aforementioned is required;

• Minimum of five (5) years of experience in functional and technical aspects of network engineering and administration or any combination of the aforementioned is required;

• Relevant and hands-on experience on the following technical skills, software and technologies is required:

1. Network engineering and administration (CCNA or CCMP desired); AND
2. Virtual server administration, with VMWare, Xen hypervisor AND
3. Physical server administration, with Unix/Linux, MS Windows AND
4. Data Centre architecture and administration best practices and operations AND
5. Storage and Back-up administration

• Knowledge of structured/object-oriented database design, relational systems, scripting and query languages, hardware and software requirements is highly desirable.
