The Myanmar Operations Centre (MMOC) under the UNOPS Asia and Pacific Regional Office has been established to develop, support and oversee UNOPS’ portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has been under started since January2011.

To strengthen implementation of the GFATM grants, UNOPS is seeking qualified candidate to position of Programme Associate for HIV/AIDS Programme. Programme Associate shall be posted at the National AIDS Program at Nay Pyi Taw, Myanmar.

Under the overall supervision of Head of Programme Unit and the direct supervision of the National Health Officer, the Program Associate shall be responsible for performing the following specific duties and responsibilities:

• Ensure GFATM protocols and standard are adhered by the program
• Assists in the administration and monitoring of all aspects of project implementation including finance, budget and management.
• Assists the program in the development of Budgeted micro-work plans
• Assists the Program in Data collection, management, aggregation and reporting to the PR
• Checks the accuracy of project reports from the lower levels and coordinates with the subnational level DOH for any necessary corrections/additions.
• Assists in day to day coordination of project activities, i.e. assist in collecting and assembling data and reporting activities of the project;
• Assists the program in Management of Field Finance Assistants.
• Acts as a liaison between the program and the PR.
• Assists in drafting the project reports and Progress updates and Disbursement requests(PUDR)
• Is the focal person to archive all the necessary records, hard and soft, related to the National-program- GFATM project that can easily be retrieved on request
• Assist the PR Team in verification and Data Quality checks while they are visiting the National AIDS program in the NPT-office
• Interact with colleagues, clients, partners and PR to exchange vital information on operational issues and seek cooperation to resolve routine operational issues and process problems and refer complex issues to supervisor with recommendation of course of action
• Assists in organizing the field visits of the Program manager to the project sites, including the related logistics and administrative matters as necessary
• Perform other relevant duties as may be assigned by the supervisor

Self- reliant: Ability to act independently with a minimum of supervision. Specific assignments may be reviewed while in progress; however the majority is reviewed on completion. Routine duties are performed independently. Good organizational skills.

Technological awareness - Excellent computer skills and ability to use software tools to present data clearly and concisely; Good working knowledge of MS Office applications including proficiency in Excel, Spreadsheets & Database Software

• University Degree in Business Administration, Public Administration, Finance, Economics, or higher education in related field desirable but not a requirement.
• Bachelor degree with at least 2 years of progressively responsible experience at the national level in similar relevant position and/or direct experience in program administration, operational systems and working directly with clients. Master degree or higher degree with similar experience is an advantage.
• Knowledge of ERP systems, preferably PeopleSoft an asset.
• Willingness to undertake regular field visits in difficult conditions.
• Previous successful involvement with and a good knowledge of NGOs and civil society.
• Fluency in written & spoken English & Burmese Languages required.
