Strategic Policing Advisor

Somalia Office:

The UNOPS Somalia Office presently manages a significant portfolio of projects in Somalia and has its direct representational and oversight functions in Somalia, while maintaining a technical and administrative support capacity at the hub level in Nairobi. UNOPS works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, and United Nations Agencies, Funds and Programmes. In order to provide political, development and security assistance in Somalia, the international community’s contributions were brought together under the New Deal framework, endorsed at the Brussels conference on September 7, 2013.

The framework sets out 5 Peace and State building goals (thematic areas) against which all international efforts are to be aligned, coordinated by the FGS, UN and donor steering groups. In keeping with the New Deal framework, UNOPS is particularly interested in strengthening its coordination and liaison capacity with relevant Government institutions, Government led mechanisms and emerging trust fund instruments.

Job Specific

The Somalia Security and Justice Programme (SSJP) is a DFID funded programme managed by UNOPS to support establishment of sustainable development of security and justice system in Somalia. The Programme aims to strengthen and expand the foundations of Sustainable Police and Justice agencies across Somalia with more accountable, affordable, able and acceptable policing and justice systems in targeted areas that provide a visible security presence and facilitate access to justice, including for women and vulnerable populations as defined in the theory of change of the programme. The programme guided by five principles in provision of technical assistance: Developing Somalia human resource and administrative capacity, strategic directions, communications, relationship – margining the political economy and inclusiveness of Somalia citizens. Although the post holder contribute directly or indirectly on those key principles that guide the programme with learning and adaptive approach, mainly provide support and guidance to JPP on strategic police development in Somalia and create wider connection to the programme in security sector.   

The purpose of the assignment is to provide advice, support and guidance to JPP on strategic police development and create wider connection to the programme in order to contribute for the establishment of sustainable development of security system/professional policing service in Somalia through systematic and coherent planning in line with NPM and programme objectives.  

The Strategic Policing Advisor will be under the direct supervision of the  Country Director and secondary supervision of the SSJP Senior Programme Manager must be able to apply independently, the below duties and responsibilities of the project success criteria:

• Provide overall advice, leadership support, and mentorship to the Joint Policing Program Secretariat.
• Review the State level Police Development Plans and the work request process (based on progress and achievement till date) and provide strategic direction/advice in the context of the overall strategic objectives of JPP, and the NPM, with a view to highlight successes and failures and suggest improvements.
• Review current State level Police Development Plans for continued accuracy and relevance of identified policing issues and priorities in order to better inform the JPP.
• Review and advice on the familiarity of the JPP projects stakeholders with the work request process and aims/objectives within the JPP to ascertain if the stakeholders are aligned.
• Develop and implement a strategy to ensure stakeholder alignment on the work request process objectives and measures/expectation of success.
• Review and advice on whether the strategic objectives are being achieved. Focus on what appears possible and what is the shape of (if any) new normality in policing and access to justice. In doing so, also maintain the context on gender mainstreaming and conflict sensitivity. 
• Review and, where possible, support alignment of JPP in the broader political arena to ensure more effective delivery and smoother linkages.
• Review the current JPP governance structure, financing, and the role of the various stakeholders and IPs, leading to suggestions on improvement and canvassing towards the agreed improvements.
• Review the current JPP secretariat organization; functionality and leadership along with its agreed roles and responsibilities, leading to suggestions on improvement and canvassing towards the agreed improvements.
• Advice and lead the development of a Stakeholder Strategy and Engagement Plan to support the achievement of the overall strategic objectives of the JPP and decision making of the Executive Board.
• Provide on-the-job mentoring and training to JPP secretariat, by involving them in activities 1 through 9, above, and improving their stakeholder management and engagement skills.
• Provide advice, guidance and recommendations to the senior management of UNOPS Somalia in the security and justice arena

Impact of Results:

The effective and successful achievement of results by the Strategic Policing Advisor directly impacts the strategic management of joint police programme in terms of strategic police development plan that is consistent with NPM and programme objectives and wider connection to the programme with security and justice interventions in Somalia and guided by clear implementation strategy. . He/she is also responsible for the project producing a result within the specified tolerance of time, cost, quality, scope and risk capable of achieving the benefits defined in the Business case/s contributing to the overall business targets and needs. These promote the credibility of the organization as an effective service provider in project services and management.

• Master’s Degree in Business Administration, Public Administration, Law, International Relations and or related relevant discipline is required.

• Bachelor’s Degree in Business Administration, Public Administration, Law, International Relations with a combination of two (2) additional years of relevant professional experience in may be accepted in lieu of the advanced university degree.

• A minimum of seven (7) years of relevant progressive experience strategic and operational policing and institutional capacity building in security and/or justice sector is required.

• Experience in strategic and development planning and implementation in governance, security, and policing and/or justice sector in fragile context preferable in Somalia is required.

• Stakeholder and partners management experience will be considered as asset.

• Experience in governance structure, policing, gender mainstreaming and cultural sensitivity will be an asset.

• Strong interpersonal skills in a multi-cultural environment, including communication skills and the ability to work independently, as well as in a team setting will be an asset.

• Flexibility, including demonstrated ability to work under pressure, to adapt to changing work and project circumstances and respond to unforeseen developments is an asset.

• Demonstrable experience in strategic planning in developing country context will be added advantage

• Fluency in written and spoken English is required.

• Working knowledge of additional UN or regional language/s is considered an asset.
