Develop and
implement an external communication strategy for PR-GFATM, setting out the key
communications challenges faced by PR-GFATM and how these will be addressed.
The strategy will include: how key communication issues relating to PR-GFATM
will be identified; how messages will be developed and agreed; channels of
communication among stakeholders; resource needs for communication activities;
and, a monitoring and evaluation framework for communication activities.
Communicate
PR-GFATM’s work, including its activities and results, effectively to a wide
range of stakeholders. This includes:
- developing and continuously
maintining and managing the websites the PR is using for its grants;
- ensuring easy web based access to
information on PR-GFATM policies, Global Fund decisions, sub-recipients’
details, types of actions funded, grant allocation, funding possibilities and
sharing of PR-GFATM beneficiary stories;
- producing PR-GFATM’s flagship
communications products, its annual and semi-annual reports by: planning and
coordinating all contributions to the report, writing sections of the report,
editing the overall report and producing a Myanmar language version in a timely
manner;
- leading the organization of an
annual event to showcase PR-GFATM and its partners;
- preparing information materials on
PR-GFATM for use by Global Fund, media and other stakeholders;
- identifying and obtaining feature
stories and other materials to facilitate global/regional advocacy;
- ensuring effective use of tools of
mass communication and social media.
Support the
PR-GFATM management team in ensuring that monitoring and evaluation evidence
generated by PR-GFATM is used effectively to inform programme and policy
development in Myanmar. This includes:
- developing communication materials
and maintaining networks for the dissemination of results, good practice and
lessons learned based on evidence gathered from PR-GFATM’s sub-recipients,
studies and other research activities;
- preparing materials needed for
workshops, seminars, briefings organized by the PR-GFATM.
Ensure
appropriate visibility for PR-GFATM and its donors with all stakeholders. This
includes:
- providing Global Fund and UNOPS missions
with high-quality briefing kits before each visit.
- ensuring that the contributions
from Global Fund and the role of UNOPS in PR-GFATM are given appropriate coverage
and visibility in all publications, promotional activities (e.g. print/media,
audio/video, etc.) and on the website;
- providing accurate information to
the local press including press statements;
- ensuring rapid co-ordination of
responses to questions and queries raised about PR-GFATM;
- ensuring appropriate use by the
PR-GFATM and sub-recipients of the PR-GFATM logo and of the Global Fund.
Assess the
communications materials of PR-GFATM partners to ensure that they are
appropriate and relevant to the communities in which they are used.
Acts as
gatekeeper for arranging events for the PR to ensure appropriate
representation.
Coordinates
preparation of materials needed for periodic reviews, workshops, seminars,
briefings organized by the PR.
Impact of
Results
Under the guidance of the supervisor, decisions are made on
developing communication strategy and resources for overall communications
work, choosing media partners, events and messages to be shared. This is based
on judgement and ability to identify accurate, relevant and useful information
and package it into key messages to share with the media. Overall sensitivity
in dealing with the media and journalists is critical to the functioning of the
post. Thorough understanding of UNOPS priorities and programmes is the basis
for such decisions.
