Stop TB Partnership - TB Prevalence Survey Coordinator (Open to Nationals and Internationals)

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

TB Prevalence Survey Organization

The Steering Committee (SC) will be established and will have overall responsibility for the survey. The committee will comprise Principle Investigators (PIs), co-Principle Investigators (co-PIs) and other stakeholders from the NTP, National TB Reference Laboratory (NTRL), Statistics Botswana (SB), and representatives from other local and international agencies supporting Botswana in TBPS implementation.

Within the SC, the PIs will assemble a survey team, liaise with the Ministry of Health and other governmental departments and secure funding for the conduct of the survey. Furthermore, PIs will liaise with the Survey Coordinator on a frequent basis. Preparation for the survey started in November 2019 and the survey implementation is planned in 2020.

Under the supervision and guidance of the colleagues of the Deputy Director's office of the Stop TB Partnership along with the guidance of the Ministry of Health and the National TB Programme, the TB Prevalence Survey Coordinator will be the TBPS co-Principal Investigator (co-PI) and will be responsible for planning and preparation for: day-to-day management and monitoring of the TBPS implementation countrywide. S/he will housed at the MoHW/NTP and the main duties and responsibilities are:

• Participate in the TB prevalence survey steering committee meetings and serve as Secretary of the steering committee.
• Develop an implementation plan and timeline for TBPS and agree with the TBPS steering committee members and international partners supporting Botswana NTP in the TBPS implementation
• Support the MoHW/NTP in development of the TBPS budget
• Ensure effective and timely communications with international partners supporting Botswana NTP in the TBPS implementation
• Coordinate external technical assistance and monitoring missions
• Follow up on the recommendations from the external technical assistance (TA) and monitoring missions throughout preparation for, implementation and data analysis of the TBPS.
• Support development and ethical clearance (locally and by WHO) of the TBPS protocol.
• Facilitate development of the TBPS standard operating procedures (SOPs), training curriculum, and training of the survey  staff.
• Support development of the TBPS data management plan and data dictionary
• Monitor development of the TBPS data collection system
• Coordinate, monitor and evaluate testing of the TBPS data collection system
• Coordinate, monitor and evaluate the TBPS pilot, including work flow and data collected during the pilot
• Ensure adequate preparations for the TBPS field implementation based on the lessons learned from the survey pilot and recommendations from the external technical assistance and monitoring missions
• Coordinate and participate in the pre-survey visits
• Coordinate and participate in the TBPS monitoring visits to assess the TBPS field activities and troubleshoot, when necessary. 
• Liaise with local officials in the survey clusters (during pre-survey visits and actual field work)
• Work closely with the field team leads, logistic coordinator, laboratory manager, and data manager to make sure that they are performing inline their mandate
• Manage TBPS human resources and ensure provision their appraisal in a timely manner
• Ensure availability of all logistics required for the conduct of the survey
• Coordinate the requisition and delivery of survey logistics to the field
• Monitor the data collected during the TBPS implementation; review data collection monitoring indicators from the field, laboratory and central levels on weekly basis
• Review monitoring reports from central, field, and laboratory survey teams
• Prepare monitoring reports for the PIs,  other members of the TBPS steering committee and external partners to inform prompt and adequate managerial decisions and external TA, when necessary
• Report without delay any major problems in preparation, execution or data management of the survey to the TBPS steering committee and external partners
• Ensure that all participants with at least one positive bacteriological result  will be informed about their appropriate care is provided.
• Organize the survey data cleaning and validation workshop including local and international partners
• Organize the survey data analysis and report writing workshop including local and international partners
• Perform other reasonable duties as assigned by the PIs and steering committee

• Fluency in English (specially writing and speaking) is required.
• Knowledge of other UN official languages is an asset.

Contract type: International Individual Contractor Agreement (IICA) / should the incumbent be a National of Botswana, the contract will be a Local Individual Contractor Agreement
Contract level: IICA-2 / LICA10 (ICS10, P3 equivalent)
Contract duration: Until the end of 2020 / until the TB prevalence survey is implemented
