The Chief of Staff of
the Secretariat will be primarily responsible for day-to-day management of
staff and fully supporting the SUN Movement Coordinator. This will
include, but is not limited to: providing strategic advice, planning,
resource mobilisation and allocation, reporting on the use of funds,
performance management and evaluation of progress against goals.
The Chief of Staff’s
role is also expected to provide strategic advice and guidance on key
developments within the nutrition sector – as well as the wider development
landscape- and ensure that the Secretariat is taking the most effective actions
to support SUN Countries to achieve their nutrition goals.
S/he will also play a
pivotal role in guiding the Secretariat, and the Movement, through the
transition to its third phase. The Chief of Staff will oversee several
key processes linked to the development and implementation of the Movement’s
next strategy including: significant changes in administration, human
resources, fundraising and joint-planning with the existing four networks of
the Movement’s Global Support System.
The Chief of Staff must
be able to accurately reflect the Coordinators position in both internal and
external meetings to help drive understanding of his/her views. Moreover, s/he
works behind the scenes to solve problems, mediate disputes, and deal with
issues before they are brought to the Coordinator. S/he equally ensures that
the Coordinators time is leveraged most effectively in a meeting context;
ensuring meeting objectives are realistic and preparations are appropriate.
The Chief of Staff will
ensure that a high-functioning team is able to deliver the ambitious goals set
out for the Secretariat whilst also nurturing a culture of respect,
professionalism, transparency and healthy work-life balance. They will
support each team and individual in the Global Support System to fully realise
their potential through effective leadership, empowering management and
inclusive communication and dialogue across the team.
The Chief of Staff will
set and hold the highest standards of performance for the team while providing
adequate opportunity for the team to sharpen its expertise and continuously
improve its ways of working. They will hold the team, and themselves, accountable
for the commitments that the Secretariat has made to SUN Countries, the
Movement’s Networks, partners and global stewardship.
As the Movement prepares
for its third phase, the Chief of Staff will lead the Secretariat in reflecting
on progress, confronting challenges and identifying optimal ways of working
also with the numerous partners that are crucial to the success of the
Movement. S/he will be committed to developing and implementing a joint
workplan for the Secretariat and four networks in order to maximise the
contributions of all actors.
Most importantly, the
Chief of Staff will be a steadfast champion of the 61 countries plus four
Indian States that the SUN Movement serves, ensuring that their priorities,
demands and realities are consistently at the center of all discussions,
decisions and actions taken by the Secretariat.
Reporting to the SUN
Movement Coordinator, the Chief of Staff will:
1. Provide senior-level strategic and tactical advice for empowering
leadership by the SUN Movement Coordinator and continued enhancement of the
vision and strategies pursued by the SUN Movement Secretariat:
- Participating in the development and implementation of
the SUN Movement Secretariat’s objectives and priorities for the
Movement’s third phase and providing overall strategic planning towards
their achievement.
2. Ensure the SUN
Movement Coordinator is adequately supported and represented:
- Manage the staff of Secretariat and build optimal ways
of working with the four SUN Network Secretariats to ensure that the
Coordinator is able to represent and respond to the needs and priorities
of SUN Countries.
- Establish and maintain the highest standards and
relevance of all outputs and communications that emanate from the SUN
Movement Coordinator and the Secretariat.
3. Strategically manage
and coordinate the operations of the SUN Movement Secretariat to ensure
collective effectiveness:
- Strategic planning and oversight of activities in
support of the SUN Movement’s priorities;
- Development and regular update of team work-plans;
- Management and supervision of the different teams
within the Secretariat to ensure timely and quality outputs;
- Oversight of the organization and follow-up of
high-level events and meetings.
4. Ensure optimized
planning, utilization and reporting of financial and human resources:
- Provide oversight to the hosting arrangement of the SUN
Movement Secretariat with UNOPS and coordinate the process of reviewing
the hosting terms for the Secretariat (and possibly the SUN Movement
Pooled Fund) after 2020.
- Provide leadership and coordination to the management
and operationalization of the SUN Movement Pooled Fund; oversee the
visioning process leading to a possible new pooled fund after 2020;
- Proactive fundraising and optimized budget management;
- Provide oversight of all operations including
procurement;
- Human resources management: team-building; performance
evaluation and professional development of staff of the SUN Movement
Secretariat, planning and management of recruitments;
- Coordinate the production of activity and financial
reports ensuring transparency of resource utilization and quality
reporting to donors.
5. Ensure strategic
engagement with national governments and other stakeholders:
- Building and maintaining relations with partners and
contributors to the SUN Movement Secretariat;
- Bringing together the SUN Networks and the Secretariat
improving their collaboration, focused on optimal support for SUN
countries including through a joint workplan.
- Representing the SUN Movement Global Support System
(when requested by the SUN Movement Coordinator) in public events,
taskforces, working groups, intergovernmental and interagency discussions,
interactions with stakeholders outside the UN system, and any other
relevant situation.
