ICT Senior Officer (Geospatial Information Systems Officer)

Under the oversight of the Chief CSD and the general supervision of UNOPS Senior Programme Manager, or their respective delegated officers, the ICT Senior Officer (Geospatial Information Systems Officer) will be responsible for the following duties in support of Unite Aware Maps, other Unite Aware applications or GIS services needed in Unite Aware, designated below as the system or systems indifferently:

• Participate in preparing user requirements and other technical specifications.

• Design, development and transition of the Unite Aware Maps solution as well as related geospatial products and services in Unite Aware.

• Provide technical assistance in the areas of UN GeoPortal and for Unite Aware Maps operations and administration.

• Assist in the design, development and installation of information systems in support of Unite Aware

• Undertake analysis of well-defined modules within the system, develop enhancements and new features to existing systems; may design, implement systems as needed.

• Undertake rigorous testing and proving of applications software.

• Maintain assigned portions of systems, providing operational support for system's applications, analyzing and implementing systems changes/upgrades etc.

• Ensure data security and integrity.

• Prepare, update and maintain system's documentation and related technical/procedural manuals.

• Assist in procurement, including conducting needs assessment and benchmarks, preparing technical specifications and evaluation criteria.

• Assist in the set-up and monitoring of software performance measures.

• Draft training materials and conduct training sessions and demonstration of systems for users.

• Participate with senior staff in assessing and testing new technology.

• Provide guidance to new/junior staff as required.

• Liaise and establish adequate communications channels with the necessary units within the UNGSC and field missions to support optimal operations for applications and  services

• Provide support and assistance in responding to requests from field missions in deploying/configuring systems so as to conform to the standards.

• Provide support to security incident response and management activities.

• Provide support in the planning, implementing, operating and maintaining of security controls;

• Provide support to draft documentation including, technical documentation, configuration and service operation manuals, project documents, presentation, and reports.

• Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

• Advanced university degree (Master's degree or equivalent) in electronics, technical or communication engineering, computer science or related fields is required. 
• A first-level university degree in combination with an additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

• A minimum of two (2) years of progressively responsible professional experience on the Geocortex platform (Workflow Design, Report design, Web and Mobile applications development), 
• A minimum of two (2) years of experience with the ArcGIS platform, web and/or mobile development and programming language or related areas. 
• A minimum of one (1) year of experience with geo-database systems, software programming languages and web technology.

• Hands-on experience in developing GIS solutions using programming languages such as jQuery, Dojo, ArcGIS APIs, JavaScript, HTML 5 and/or .NET-Framework and associated development languages and scripts such as C#, ASP.NET, is desirable. Development skills on ArcGIS Visual studio/Qt and API/SDK (e.g. Android, iOS) for mobile applications.
• Other programming/scripting languages e.g. Python, ActionScript and PHP.
• Direct working experience in United Nations (UN) geospatial information operations. 

• Fluency in spoken and written English is a requirement.
• Knowledge of a second UN language is an advantage.
