Programme Management Analyst

UN Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UN Environment Programme's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Chemicals and Health Branch of the UN Environment Programme, Economy Division leads UNEP subprogramme on Chemicals, Waste and Air Quality. UNEP’s Programme of work centers around assistance to countries and multilateral environmental agreement (MEA) secretariats to assist in technical-scientific issues related to priority chemicals. It has been promoting, inter alia, monitoring around the world, existing capacities and providing technical and scientific input to the Stockholm Convention on Persistent Organic Pollutants.

This post is supporting the Chemicals and Health Branch of the Economy Division in Geneva, under the overall supervision of the Head of the Branch and the daily supervision of Unit Head of the Knowledge and Risk Unit.  

This Programme Management Analyst (PMA) will support the UN Environment Programme Chemicals and Health Branch in executing and implementing activities related to POPs portfolio with special emphasis on of the Global Environment Facility (GEF) funded projects “Continuing Regional Support for the POPs Global Monitoring Plan under the Stockholm Convention”.

Under the supervision of the Head of Knowledge and Risk Unit, the duties of this assignment are to:

• Assist the implementation of the GEF-funded POPs Global Monitoring Plan Projects being executed by the Chemicals and Health Branch of UNEP Economy Division. 

• Assist in collection, review and compilation of technical information related to the work on POPs, including PCB and DDT, and coordination with experts of respective disciplines to facilitate effective contribution to the delivery of related outcomes.

• Research, analyze and present information gathered from diverse sources; 

• Assist in the development of technical documents and communication materials related to the POPs portfolio of the Knowledge and Risk Unit.

• Provide substantive support to sectoral or regional workshops, meetings and conferences, including preparing meeting documents, presentations and reports as needed.

• Support the preparation of background papers, analysis, sector reports and other publications as needed.

• Make presentations on assigned topics/activities and conduct online meetings and training webinars.

• Regularly update the webpage related to POPs portfolio managed by the Knowledge and Risk Unit.

In addition, the PMA will provide further support as required and requested by the Head of the Knowledge and Risk Unit.

Monitoring and Progress Controls

The PMA will be responsible for the following deliverables:

• Contribute to the development and dissemination of technical contents of the activities related to the GEF-funded projects on POPs Global Monitoring Plan, including related outcomes of the POPs portfolio of the Knowledge and Risk Unit. 

• Support research, compilation and review of information related to POPs and preparation of technical documents and communication material.

• Assist coordination with experts and project partners, collect and compile POPs monitoring data and related technical information.

• Various written outputs, e.g. replication strategy, assessments and background papers are prepared; 

• Workshops, meetings, conferences and presentations are organized and delivered; 

• The webpage of the projects is regularly updated and managed by the Knowledge and Risk Unit.

The impact of results covers:

• Successful implementation of the GEF-funded POPs Global Monitoring Plan projects under the Stockholm Convention.  

• Scientifically sound technical and communication materials on POPs are prepared and readily available to support stakeholders towards meeting the objectives of the Stockholm Convention. 

The monitoring and progress controls covers: 

• Above listed tasks successfully delivered, including satisfactory acceptance by the Head of Knowledge and Risk Unit.

• Deadlines successfully met.

Education

• An advanced university degree (Master's degree or equivalent) in environmental policy or science or related field is required. University studies in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience 

• At least 2  years of relevant professional experience, of which at least 1 at international level;
• Knowledge of global environmental issues, in particular POPs monitoring and management under the Stockholm Convention, related networks and programmes; 
• Relevant experience at the international level related to chemicals management; 
• Experience in working with developing countries and countries in transition context; 
• Prior knowledge of working in UN System;
• Good communication skills, organization and attention to details.
