Partnerships Officer - Liaison

UNOPS Myanmar is under the UNOPS Asia, Europe and Middle East Regional Office and was established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. 

The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI) and the Joint Peace Fund (JPF). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies.

The Access to Health Fund, starting in January 2019 is established by a consortium of four donors (The United Kingdom, Sweden, the United States of America and Switzerland).  Through pooling of funds, the donors have committed to work together to support health outcomes in Myanmar. 

The Fund Board is the core governance structure of the Access to Health Fund.  The principal role of the Fund Board is oversight of the Fund on behalf of donors. The Fund Board has the executing powers of overseeing the operations of the Fund and is solely responsible for Fund policy dialogue, for decisions on Fund policy and strategy, and for making funding decisions and allocations. The Fund Board appoints and oversees the Fund Manager, UNOPS, who is responsible for effective, transparent and efficient management of the Fund on behalf of the Fund Board. 

All contributing donors are members of the Fund Board.  Membership also includes three independent experts. The Fund Board is chaired by a representative of one of the donors and is appointed by the Fund Board members. The Fund is officially represented by the Chair, and where this is not possible the Chair can delegate responsibility to other Fund Board members. Under the overall supervision of the Manager, Directors Office and Communications Unit and guidance of the Fund Director, the Partnership Officer- Liaison will strengthen the effective, efficient and productive functioning of the Fund Board of the Access to Health Fund through fulfillment of the following responsibilities: 

▪          Support in the coordination of Fund Board member inputs to Fund Board decisions and feedback to the Fund Management Office

▪          Providing input and guidance to the Fund Management Office on Fund Board information requirements and requests

▪          Drafting of key correspondence from the Chair to support the Chair’s lead role in communications

▪          Monitoring adherence to Joint Cooperation Agreement and other relevant governance documents

▪          Supporting the Chair in the preparation on Fund Board meetings, including logistics, documents and agenda

▪          Maintaining records of key Fund Board documents (Governance, Minutes, Official Correspondence)

▪          Tracking progress of implementation of Fund Board decisions

▪          Tracking progress of key contract deliverables and reports from the Fund Management Office including:

• Fund Management Office annual budget submissions, work plans and key performance indicators
• Fund Management Office annual and progress reports and financial report
         - Quarterly risk management reporting
         - Audits and fraud reporting
         - Project management reports and charts
         - Cash forecasts

▪          Manage ad hoc requests from the Fund Board.

Education

●     A Bachelor Degree in Public Health, Business, Economics, Social Science, International Development, Media/Communications, Public Administration and all related fields is required.

Work Experience

▪          A minimum of two years work experience Programme, Communications, Administration and project support one of the area experience is required.

▪          Excellent writing skills is required; 

▪          Strong analytical skills are desirable.

▪          Prior experience working in health projects would be an asset

▪          Prior event management experience would be an asset

▪          Knowledge of the health sector in Myanmar would be an asset.

▪          Prior experience in Myanmar or the sub-region is an asset.

Language

●     Fluency in both written and spoken Myanmar and English Language is required.
