Programme Management Specialist [Project Analyst]

Global Pulse is a flagship innovation initiative of the United Nations Secretary-General on big data. Its vision is a future in which big data and AI are harnessed and used responsibly as a public good. To this end, Global Pulse will work to promote awareness of the opportunities Big Data presents for sustainable development and humanitarian action, forge public-private data sharing partnerships, generate high-impact analytical tools and approaches through its network of Pulse Labs, and drive broad adoption of useful innovations across the UN System.

Global Pulse implements data innovation programs through its Pulse Labs to provide UN and development partners with access to the data, tools and expertise required to discover new uses of big data and AI for development. Global Pulse develops policies, toolkits, applications and platforms to improve data-driven decision-making and support the evaluation of promising solutions.

Global Pulse is seeking a Programme Management Specialist to provide support for the mobilization of resources in support of the development, deployment and adoption of technology tools by UN partners to support SDG 16 – Peace, justice and strong institutions. 

This is a position in UN Global Pulse for supporting projects carried out for UN Global Pulse. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Under the guidance of UN Global Pulse senior management, the consultant will mobilize resources for the development, deployment and adoption of technology tools by UN partners to support peace and security and will support the formalization of partnerships in this area.  

Specific duties include:

• Monitor donor policies, trends and funding mechanisms related to innovation and technology to advance SDG16;

• Conduct assessments and map out opportunities for resource mobilization of current and potential donors and funding windows;

• Provide recommendations and support the implementation of innovative funding opportunities and approaches with partners;

• Develop innovative approaches to donor interactions to be implemented with partners and support maintaining relations with donors;

• Facilitate meetings, sessions and other necessary fundraising activities with donors and partners; 

• Draft funding proposals in coordination with partners; 

• Provide inputs to and update outreach/publicity materials geared towards partners and donors. 

Education 

• Advanced university degree in International Development, Political Science, Communications and other related fields. Two (2) additional years of relevant work experience, in combination with a relevant first level university (bachelor’s degree or equivalent), may substitute for the requirement of a Master’s degree.

Work Experience 

• Minimum of 5 (five) years of experience in peace building promoting partnerships is required;

• Experience mobilizing resources for UN interagency work on peace and security is highly desirable; 

• Experience conducting data analysis and creating data products to support work on peace and security is highly desirable; 

• Experience working with cross-cultural teams is desired. 

Language Requirements

• Fluency in English (written and oral) are required. Knowledge of other UN official working language is an asset.
