Background Information - Asia Regional Health Cluster


The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and fund management, and the provision of quality pharmaceuticals and health products. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund) in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international non-governmental organizations (NGOs) and UN agencies. UNOPS is the Principal Recipient managing both the RAI2E Regional Malaria grants and the Myanmar country grants (2018-2020), signed by Global Fund in 2018. These grants provide US$242m under the Regional RAI2E and USD$154million for TB and HIV activities in Myanmar (2018-2020).

In response to the country’s urgent covid-19 emergency response, the Global Fund under both its grant flexibility and COVID-19 Response Mechanism (C19RM) provided additional resources to Myanmar to support national covid-19 responses. These resources are intended to mitigate the impact of the pandemic on the three national disease programmes and support health and community systems in Myanmar.  

     a.   Programme Management, Monitoring and Coordination    

• Assist in the management of C19RM related programme management activities

• Monitor the Covid-19 procurement and support coordination efforts between National Programmes of Ministry of Health and Sports, Sub-recipients (SRs) and the PR UNOPS.

• Support the development, finalization and continuing review of key project documents; work plan and detailed budgets, Performance Based Framework, M&E plan and Procurement and Supply Chain Management (PSM) plan with the support of Supervisor 

• Assist the National Programmes and SRs in data collection, management, aggregation and reporting to the Principal Recipient UNOPS;

• Assist in day to day coordination of C19 RM grant related activities, i.e. assist in work plan changes, budget changes, collecting and assembling data and reporting activities achievement of the C19 RM;

• Assist in monitoring expenditures, verify accuracy of requests, completeness of documentation and availability of funding: Inform supervisor of budget status, process for action, inform client and actively follow up to completion;

• Contribute to routine monitoring of project progress, liaise closely with Programme Support Unit team to ensure and advance actions to support the PR implement the C19RM activities effectively and efficiently as well as make adjustments where necessary;

• Attend all relevant technical meetings and maintain excellent contacts with all stakeholders;

• Analyzing programme results and incorporate lessons learned into the decision making process of recipients;  

 b. Communications and Reporting

• Assist in  ensuring timely submission of financial and programmatic reports to GFATM PR by all relevant implementing partners;

• Assist in drafting relevant project reports and progress updates;

• Interact with colleagues, clients, partners and with the PR units to exchange vital information on operational issues related to National Programme 

• Assist in seeking cooperation and clarification to resolve routine operational huddles, referring to his/her supervisor with recommendation of course of action;

• Assist in communication to the National Programme and SRs, including sharing related logistics and administrative matters as necessary;

• Act as the focal person to archive all the necessary documentation related to the C19RM projects and National Programmes;

• Ensure GFATM protocols and standard are adhered to by the programme;

• Perform other relevant duties as may be assigned by the supervisor.

          The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.

• Good professional relationship with MOHS and partners

• Positive feedback from National Programmes in PR-GFATM on support provided by the contractor, particularly in the timely submission of work-plans and reports required for M&E purposes.

• Records well maintained and up to date based on project activities.

• Accurate/good quality reports & statistics submitted when and as required.

• Regularly brief the project activities when and as necessary.

• A medical degree or master’s degree in public health, epidemiology, health economics, health management, health social science, social science or other related discipline is required. 

• A Bachelor’s degree in these areas with 2 additional  years of relevant experience is considered as equivalent 

• At least 2 years of relevant experience in health, development and/or social sectors is required.

• Professional project, Programme, grant or financial management is desirable.

• Sound knowledge of relevant UN financial rules, contracting and procurement modalities and procedures would be an asset.

• Knowledge of UNOPS and GFATM rules and policies would be an asset. 

• Prior experience in managing Principal Recipient programmes would be highly advantageous. 

• Good knowledge of donor organizations, especially the Global Fund to Fight AIDS, Tuberculosis and Malaria, and experience in working with NGOs and civil society is an asset. 

• Excellent communication and presentation skills are desired.

• Full competency in the usage of computers and office software packages is required;

• Experience in the usage of G Suite is desirable
