Cluster Management and Planning
Support start-up projects in the region, determine by the regional director, insuring full training in UNOPS financial rules and Regulations, ERP – Atlas, Audit requirements, Accounting standards UNSAS and IPSAS, Project management methodology, Finance reporting and budgeting planning.
Perform as designated Cluster Coordinator, managing all aspects of the cluster to ensure most efficient and effective operation configuration and resource allocation
Supervise a team of support staff within the cluster dedicated to the delivery of the portfolio.
Actively seek to keep abreast of project and programme operational tools, corporate policy and best practices and ensure rapid and effective incorporation into portfolio operations as appropriate.
Ensure best practices on project management, following the adopted project management methodology
Participate, in representation of all programs/projects, in joint UN planning exercises such as UNDAF.
Act as security focal point for the cluster office and maintain close contact and collaboration with the relevant UN organizations in the project countries.
Represent UNOPS in the country teams meetings.
Operational Portfolio Management
Analyse current and potential portfolio. Prepare work plan for managing major projects in his/her portfolio. Review and comment on operational aspects of proposed project, analyse implementation approaches for soundness, feasibility and cost implications. Establish priorities, targets and performance standards for each client within team office business plan. Execute business plans. Establish measurable long/short term targets and monitor progress to measure performance.
Review documentation and contracts required for cluster portfolio management.
Review budget and revisions, in consultation with the appropriate parties insuring correct setup in the ERP system and following the UNOPS FRR.
Review TORs for subcontractors and consultants; list of suitable firms and individual consultants; evaluate proposals received; make recommendations for contract awards; negotiate with successful bidder; review contracts and letters of agreement.
Maintain contact with clients and project managers to ensure constant monitoring of project progress and proactively address all issues arising. Undertake monitoring missions to evaluate progress as required,
Actively work with clients on proposed projects, implementation plans, cost implications, especially with regard to management arrangements, staffing requirements and office set up.
Interact with internal clients and project managers to integrate and harmonise approaches.
Actively participate in the relevant practice groups and liaise with the practice advisors
Business Acquisition and growth
In close coordination with the country teams and Regional Director identify potential new clients and business partners to pursue new business opportunities and ensure portfolio growth by delivering quality service to maintain a competitive edge.
Actively market and promote UNOPS services whenever possible
Negotiate the most cost effective and mutually beneficial terms for UNOPS services with prospective clients and partners.
Knowledge Management and Technical Support
Contribute to organisation and client capacity building of high performance delivery by focusing on learning, coaching and mentoring internal clients and partners.
Ensure that all documentation is complete for audit purposes, following the UNBoA methodology
Insure full compliance of financial rules and regulations of the projects supported by the Cluster, by coordinating and supporting the project managers and support teams
Perform monitoring checks on accounts and financial processes, determine standards of financial and management reports
Train the project teams in UNOPS Financial Rules and Regulations, UNSAS and IPSAS and application in the UNOPS ERP (Atlas – PeopleSoft)
Assure the preparation of the annual and/or periodical reports. Review finance and narrative reports per UNOPS agreements with clients and accounting standards
Monitor closely budget and expenditure reports on the ERP system and following the GL analyses methodology
Contribute to development of tools and platform for data and content management and ensure information and knowledge sharing with clients and partners.
Coach and/or act as mentor to other colleagues, sharing knowledge and expertise in portfolio implementation. Encourage and institutionalize knowledge sharing with team and in interacting with clients and other partners
Client Services and organizational work ethics and culture
Focus on clients’ services, keeping them informed of portfolio progress. Provide oral and written periodic reports.
Actively interact with clients to solicit feedback and gauge client satisfaction.
Model behaviour of professional and personal ethics, transparency and openness, to gain respect and similar behaviour of colleagues in the workplace
Impact of Results
Incumbent’s performance has a direct impact on contribution to portfolio growth and diversification, income growth measured according to UNOPS business targets and objectives.
Client satisfaction based on feedback against performance indicators and measurements.
