Monitoring and Evaluation Senior Manager

Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMCO sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple ‘operational’ projects in Kenya, Uganda, Tanzania and several island states. 

Project Information: 

The project ‘Mozambique Northern Crisis Recovery Project’ will be based in and around the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to 20 relocations sites. The project will support both IDPs and Host communities. The project comprises of 4 main components:

Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence.

Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management. 

Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities. 

Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation. 

The project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source.

Monitoring and Evaluation 

• Lead the development and delivery of a functioning monitoring, evaluation and reporting system, which will be coherent with project documents - Project Appraisal Document, Project Operations Manual, UNOPS Project Proposal and the Project M&E Implementation Plan), 

• Generate reliable and verified data that allows for project analysis and ensures that all IPs submit timely, regular and structured monitoring reports.

• Design, develop and roll out a M&E Implementation Plan for the project in close consultation with the  IP, and in accordance with UNOPS guidelines; 

• Formulate a operational results framework (ORF) in consultation with relevant stakeholders; Update and ensure the ORF is aligned to the MIS.

• Prepare the monitoring protocol with all IPs and oversee implementation of the protocol. 

• Direct data monitoring and verification, as well as programmatic spot checks, to assure internal consistency and validity of project activity monitoring data reported by all IPs. Through periodic data verification and spot check visits to sites.

• Assist in the design of the project MIS, and operationalise the MIS among IPs.

• Maintain the M&E MIS review incoming data (for quality and programmatic compliance); ensure the quality of the database and that the M&E data is readily available.

• Review and verify M&E findings and follow-up on implementation of the recommendations.

• Assess IP has capacity in M&E systems; ensure adequate feedback to/from the IP on data obtained from the M&E system;

• Conduct  capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for IPs, ADIN and FNDS.

• Provide oversight and support on M&E and performance issues to IPs collaborating with UNOPS and FNDS;

• Undertake site visits for Monitoring and Evaluation in accordance with the M&E plan;

• Ensure that implementing partners fulfil their M&E obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonised both among implementing partners and with national systems where possible;

• Organize field assessments  as required.

• Advise grant selection committee and act as subject matter specialist on grant review processes

• Participate in grant negotiations including submission of quality inputs required to ensure the grant agreement signature

• Any other tasks assigned by the Project Manager to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the grants.

• A Master's degree in Qualitative Research, Monitoring and Evaluation, Business administration, International relations, Participatory Development, Social Sciences or related field; 

• A Bachelor's Degree with additional two (2) years of relevant experience may be accepted in lieu of the advanced university degree; 

• A Technical Diploma with additional four (4) years of relevant experience may be accepted in lieu of the advanced university degree;

• Minimum of seven (7) years’ of relevant experience in design, development and/or implementation of monitoring and evaluation systems preferably in humanitarian program is required; 

• Experience in management or oversight or support of various implementing partners is required; 

• At least 2 years experience in post-disaster and reconstruction experience is required 

• Strong communication and interpersonal skills is an added advantage; 

• Experience working with national governments, Capacity Building, Knowledge Management and experience with major donors/Multilateral Development Banks (MDBs) is an added advantage; 

• Experience in disaster risk management and evidence based data and information is an added advantage; 

• Prior experience in the UN system is an added advantage;

Fluency in written and oral English required; 

Working knowledge of Portuguese is an asset.
