Management Information System (MIS) Officer-Retainer

The project ‘Mozambique Northern Crisis Recovery Project’ will be based in and around the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to 20 relocations sites. The project will support both IDPs and Host communities. The project comprises of 4 main components: Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence. Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management. Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities. Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation. The project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source. UNOPS engaged as the Project Management Unit and the Project Implementing Partner, as part of the PMU Results Management function, the development and operationalising a Management Information System (MIS) is planned. 

Purpose and Scope of Assignment 

As part of the monitoring and evaluation support, the MIS Officer-Retainer will develop an information management system to aid translation of raw data into an interactive visual platform to track progress real-time and inform decision making processes of the project implementation unit. The data management and visualization pipeline shall include the development of the data capture module, submission, cleaning and shaping, and an interactive dashboard in line with the project data collection tools. The system is preferably based on KoBo Toolbox, or any other tool that allows direct export to Microsoft Power BI to suit the client requirements and data processing platform. S/He will be responsible for the following tasks and duties  working closely with the M&E team of the project implementation unit as follows; 

• Review of projects data collection forms and reporting requirements to assess the suitability for the free open-source tool for mobile data collection Kobo Toolbox application.

• Design and develop the data collection platform and ensure the platform is compatible for field based data collection using mobile devices such as mobile phones or tablets, as well as with paper or computers.

• Develop data preparation and cleaning protocol and automate the extraction of submissions submitted via KoboToolbox via API Tokens to Power Bi data models.

• Develop relationships between different data forms by preparing the shape, adjust, combine and query scripts to connect multiple data sets and generate standardized data set for visualization.

• Develop the basic Kobo Toolbox analytical reporting features such as summary reports with graphs and tables, visualize collected data on maps, data dis aggregation and export options etc.

• In consultation with the team working on the development of the data analytical and visualization interface using MS Power BI or similar software, ensure that the data collection platform developed using Kobo Toolbox is interactive with the analytical  visualization interface

• Testing of the data collection platform and make recommendations for improvements

• Prepare user guides / help manuals, train PIU and implementing partners on data collection, entry and transfer to the data processing platform

• Start-up technical support and on-going technical support upon client request

• A Bachelor's Degree in Computer Science, Information Technology, Information Management, Data Management, Electrical/Electronic Engineering or in an area relevant to the position duties is required. 

• A Master’s Degree in Computer Science, Information Technology, Information Management, Data Management, Electrical/Electronic Engineering or in any other relevant discipline is desirable. 

• Minimum of two (2) years experience in Database Development or Data Management experience preferably using KoBo ToolBox / Power BI applications or Provisioning of user support and  User Interface Design or a combination of all is required.

• Experience in Analysis/Feasibility Studies, Client/Support Services and Software Implementation is an asset.

• Experience in supporting the National Governments with capacity limitations to develop and implement MIS is an asset.

• Experience/knowledge of Web based applications and Google Suite products, especially google forms, sheets, docs and slides is an asset.

Somalia is amid major new political and security developments that will offer a greater possibility for peace and security than the country has seen in over 20 years. The Federal Government of Somalia (FGS), established in 2012, and international community have driven a process of rebuilding of functioning government institutions and processes through Somalia’s peacebuilding and state-building priorities under the Somali Compact (2013-2016), based on the Busan “New Deal for Engagement in Fragile States” agreement. The Somalia National Development Plan (2017-2019), builds on this foundation laid by the Compact and sets the priorities for national recovery and development in full collaboration with national and regional governments.  A landmark electoral process in late 2016 and early 2017 resulted in a peaceful transfer of power to a new President and government, in place since February and March 2017 respectively.
