Programme Management - Senior Analyst

New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism to implement project activities under the UNOCT/United National Counter-Terrorism Center (UNCCT) Global Programme on Prosecution, Rehabilitation and Reintegration.

The Global Programme on Prosecution, Rehabilitation and Reintegration 

UNOCT’s Global Programme on Prosecution, Rehabilitation and Reintegration is designed to support Member States to meet the requirements from the General Assembly and the Security Council to implement comprehensive Prosecution, Rehabilitation and Reintegration strategies for 

individuals who they have reasonable grounds to believe are terrorists, including suspected foreign terrorist fighters (FTFs) and their accompanying family members, including spouses and children. To this end, the Global Programme on Prosecution, Rehabilitation and Reintegration supports the counter-terrorism efforts of Member States by providing guidance, coordination and capacity building in the Prosecution, Rehabilitation and Reintegration of returning foreign terrorist fighters and their families as well as local supporters and affiliates of UN-listed terrorist groups.

This position reports to the Project Manager and requires close coordination with UNOCT. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Under the direct supervision of the Project Manager, and in close coordination with the Chief of the Global Programme on Prosecution, Rehabilitation and Reintegration, the Senior Analyst’s responsibilities include, but are not limited to:

• Act as the focal point for the coordination and guidance pillars of the Global Programme on Prosecution, Rehabilitation and Reintegration;
• Act as the focal point for the coordination of the Global Framework for United Nations Support on Syria/Iraq Third Country National Returnees;
• Support Joint Scoping Exercises under the Global Framework to determine capacity building needs and develop plans for programme implementation in priority countries;
• Act as the focal point for the development of guidance on Prosecution, Rehabilitation and Reintegration;
• Act as the focal point for research, knowledge management and data on Prosecution, Rehabilitation and Reintegration;
• Advise on policy development of Prosecution, Rehabilitation and Reintegration, including the Human Rights aspects, to relevant stakeholders, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
• Support the coordination of capacity building workshops with other UN, regional and CSO entities;
• Participate in field missions, including provision of guidance to external consultants, government officials and other parties, and drafting mission summaries;
• Lead and motivate a team of junior Analysts.

• Advanced university degree preferably in political science, international security, international relations, public administration, or other relevant field. 
• A bachelor’s degree in a relevant field with additional two years of experience may be accepted in lieu of an advanced university degree.

• A minimum of two (2) years of  experience in programme management, with at least one (1) year of experience working on issues regarding Prosecution, Rehabilitation and Reintegration or a related field. 

• Fluency in English is required.

Contract duration: Open-ended (renewable subject to funds availability and satisfactory performance)
